HomeMy WebLinkAbout 02/20/2013 Planning Committee minutes MINUTES PLANNING COMMITTEE February 20, 2013 A meeting of the Planning Committee of the Council of the County of Kauai, State of Hawaii, was called to order by Councilmember Nadine K. Nakamura, Chair, at the Council Chambers, 4396 Rice Street, Suite 201, Lihu`e, Kauai, on Wednesday, February 20, 2013, at 9:39 a.m., after which the following members answered the call of the roll: Honorable Tim Bynum Honorable Ross Kagawa Honorable JoAnn A. Yukimura Honorable Nadine K. Nakamura Honorable Gary L. Hooser, Ex-Officio Member Honorable Jay Furfaro, Ex-Officio Member Excused: Honorable Mel Rapozo Minutes of the January 23, 2013 Planning Committee Meeting. Upon motion duly made by Councilmember Bynum, seconded by Councilmember Yukimura, and unanimously carried, Minutes of the January 23, 2013 Planning Committee was approved. Minutes of the February 5, 2013 Planning Committee Meeting. Upon motion duly made by Councilmember Bynum, seconded by Councilmember Yukimura, and unanimously carried, Minutes of the February 5, 2013 Planning Committee was approved. The Committee proceeded on its agenda item as follows: Bill No. 2461 A BILL FOR AN ORDINANCE TO AMEND CHAPTER 8, KAUAI COUNTY CODE 1987, AS AMENDED, RELATING TO THE COMPREHENSIVE ZONING ORDINANCE (Amendments to the Shoreline Setback Ordinance) [This item was deferred.] Chair Nakamura: I would like to give the members an update on what we have been doing. I have been meeting with the Planning Department representatives, members of the public who submitted testimony, Sea Grant, and others to try and formulate, hear some of the opposing views, and try to see if we can find some middle ground and some compromise for the Bill. It is a very complicated Bill. It is taking some time, so I wanted to ask for a deferment. In two (2) weeks, we will have Chip Fletcher here to talk about the Coastal Erosion Study, which really is the foundation for this Amendment. At the time, we will also hopefully have an Amendment to propose. I just wanted to ask for your indulgence for the time to work on some of these issues. If there are no comments, I would like to open it up and see if anyone would like to testify on this. Councilmember Yukimura. PL COMMITTEE 2 FEBRUARY 20, 2013 Ms. Yukimura: I have been trying to follow some of the discussions on the Shoreline Setback Amendments, especially as related to the Sea Grant comments. I know that Councilmember Rapozo and I were preparing some Amendments for that, but it will be useful to have a couple more weeks. Thank you. Chair Nakamura: Councilmember Bynum. Mr. Bynum: I want to say briefly that it is a complex Bill. I am very appreciative of the input we received from Carl Imperato, Caren Diamond, Barbara Robeson, and Sea Grant, and I trust that we can merge those concerns and come up with something. I appreciate the Committee Chair's work to bring all of those elements together. I would support a deferral today. Chair Nakamura: Thank you. We also received testimony from Tom Shigemoto, and from Thorn Abbott. Mr. Bynum: Right. I am just mentioning the ones that came to the forefront. Chair Nakamura: Thank you. If there are no further comments, I want to see if there is any public testimony on this. Did anyone sign up? No, okay. Mr. Kagawa moved to defer Bill No. 2461, seconded by Ms. Yukimura, and unanimously carried. There being no further business, the meeting was adjourned at 9:43 a.m. Respectfully submitted, o 'e .
