PLANNING COMMITTEE
September 18, 2013
A meeting of the Planning Committee of the Council of the County of Kaua`i,
State of Hawai`i, was called to order by Councilmember Nadine K. Nakamura,
Chair, at the Council Chambers, 4396 Rice Street, Suite 201, Lihu`e, Kaua`i, on
Wednesday, September 18, 2013, at 9:07 a.m., after which the following members
answered the call of the roll:
Honorable Tim Bynum (present at 12:28 p.m.)
Honorable Ross Kagawa
Honorable JoAnn A. Yukimura
Honorable Nadine K. Nakamura
Honorable Gary L. Hooser, Ex-Officio Member
Honorable Jay Furfaro, Ex-Officio Member
Excused: Honorable Mel Rapozo
There being no objections, the Committee recessed at 9:07 a.m.
There being no objections, the Committee reconvened at 12:28 p.m., and
proceeded as follows:
Minutes of the August 21, 2013 Planning Committee Meeting.
Upon motion duly made by Councilmember Bynum, seconded by
Councilmember Kagawa, and carried by a vote of 4:0:1 (Councilmember
Rapozo was excused), the Minutes of the August 21, 2013 Planning
Committee Meeting was approved.
Minutes of the September 4, 2013 Planning Committee Meeting.
Upon motion duly made by Councilmember Bynum, seconded by
Councilmember Yukimura, and carried by a vote of 4:0:1 (Councilmember
Rapozo was excused), the Minutes of the September 4, 2013 Planning
Committee Meeting was approved.
The Committee proceeded on its agenda item as follows:
Bill No. 2461 A BILL FOR AN ORDINANCE TO AMEND CHAPTER 8,
KAUAI COUNTY CODE 1987, AS AMENDED,
RELATING TO THE COMPREHENSIVE ZONING
ORDINANCE (Amendments to the Shoreline Setback
Ordinance) [This item was deferred to
October 16, 2013.1
Chair Nakamura: Thank you. I will be asking for a deferral to
October 16, 2013. Before I do so, I just wanted to thank the Planning Department,
Councilmember Yukimura, and some community members who have been working

diligently over the past several months to amend the Bill. We are now ready to
have further discussions with private sector representatives and that will be taking
place later on this month. I think following that, we will be able to present a much
vetted Bill that reflects the views of the community and the private sector, and
hopefully strengthens the Bill. Thank you for your patience.
Upon motion duly made by Ms. Yukimura, seconded by Mr. Kagawa, and
carried by a vote of 4:0:1 (Councilmember Rapozo was excused), Bill No. 2461
was deferred to October 16, 2013.
There being no further business, the meeting was adjourned 12:30 p.m.
