HomeMy WebLinkAbout 03/20/2013 Public Works/Parks & Recreation Committee minutes MINUTES PUBLIC WORKS / PARKS & RECREATION COMMITTEE March 20, 2013 A meeting of the Public Works / Parks & Recreation Committee of the Council of the County of Kaua`i, State of Hawai`i, was called to order by Councilmember Ross Kagawa, Chair, at the Council Chambers, 4396 Rice Street, Suite 201, Lihu`e, Kauai, on Wednesday, March 20, 2013, at 10:26 a.m., after which the following members answered the call of the roll: Honorable Tim Bynum Honorable Gary L. Hooser Honorable Nadine K. Nakamura Honorable JoAnn A. Yukimura Honorable Ross Kagawa Honorable Mel Rapozo, Ex-Officio Member Honorable Jay Furfaro, Ex-Officio Member Minutes of the February 20, 2013 Public Works / Parks & Recreation Committee Meeting. Upon motion duly made by Councilmember Bynum, seconded by Councilmember Yukimura, and unanimously carried, the Minutes of the February 20, 2013 Public Works / Parks & Recreation Committee Meeting was approved. Minutes of the March 6, 2013 Public Works / Parks & Recreation Committee Meeting. Upon motion duly made by Councilmember Bynum, seconded by Councilmember Yukimura, and unanimously carried, the Minutes of the March 6, 2013 Public Works / Parks & Recreation Committee Meeting was approved. The Committee proceeded on its agenda item as follows: PWPR 2013-07 Communication (12/13/2012) from Committee Chair Kagawa, requesting the presence of the Director of Parks & Recreation and the County Engineer, to provide an update on the status of the leaking roof, floor damage, and building maintenance, along with an update on the progress being made with the outside consultant procured to assist in the evaluation of the issues related to Kilauea Gym. [This item was deferred.] Chair Kagawa: I have been requested by Mr. Mickens. I do not have to honor his request, but he has to go to the baseball game to keep score and he has been one (1) of them that has been on top of this issue. So, if we can, Committee members, we are not in a rush. We are not going to hold up the gym roof from being fixed. So, if we could get members to make a motion to defer until two (2) weeks. But before we do that is there anybody from the public that wishes to speak on Kilauea Gym roof? PWPR COMMITTEE MEETING 2 MARCH 20, 2013 There being no objections, the rules were suspended to take public testimony. There being no one to provide public testimony, the meeting was called back to order and proceeded as follows: Upon motion duly made by Ms. Yukimura, seconded by Mr. Bynum, and unanimously carried, PWPR 2013-07 was deferred. Chair Kagawa: Now that we have them back we will recess the Public Works / Parks& Recreation Committee. Thank you. There being no objections, the Committee recessed at 1:40 p.m. There being no objections, the meeting was called back to order at 4:34 p.m., 1 and proceeded as follows: The Committee proceeded on its agenda items, as shown in the following Committee Reports which are incorporated herein by reference: CR-PWPR 2013-10: on PWPR 2013-08 Communication (03/01/2013) from Committee Chair Kagawa, requesting the presence of the Director of Parks & Recreation, to provide an update on the repair and maintenance of the scoreboards located at Hanapepe Stadium, as well as the repair and maintenance of all other scoreboards located at County stadiums and parks. [Received for the Record.] CR-PWPR 2013-11: on PWPR 2013-09 Communication (03/13/2013) from Committee Chair Kagawa and Chair Furfaro, requesting the presence of the Director of Parks & Recreation to provide the Council with an update on the condition and operation of the Wailua Golf Course, to include but not limited to, the status of all concession contracts at the Wailua Golf Course.
