HomeMy WebLinkAbout 05/15/2013 Public Works/Parks & Recreation Committee minutes MINUTES PUBLIC WORKS / PARKS & RECREATION COMMITTEE May 15, 2013 A meeting of the Public Works / Parks & Recreation Committee of the Council of the County of Kaua`i, State of Hawai`i, was called to order by Councilmember Ross Kagawa, Chair, at the Council Chambers, 4396 Rice Street, Suite 201, Lihu`e, Kaua`i, on Wednesday, May 15, 2013, at 2:50 p.m., after which the following members answered the call of the roll: Honorable Tim Bynum Honorable Gary L. Hooser Honorable Nadine K. Nakamura Honorable JoAnn A. Yukimura Honorable Ross Kagawa Honorable Mel Rapozo, Ex-Officio Member Honorable Jay Furfaro, Ex-Officio Member Minutes of the April 17, 2013 Public Works / Parks & Recreation Committee Meeting. Upon motion duly made by Councilmember Bynum, seconded by Councilmember Hooser, and unanimously carried, the Minutes of the April 17, 2013 Public Works / Parks & Recreation Committee Meeting was approved. Minutes of the May 1, 2013 Public Works / Parks & Recreation Committee Meeting. Upon motion duly made by Councilmember Bynum, seconded by Councilmember Hooser, and unanimously carried, the Minutes of the May 1, 2013 Public Works / Parks & Recreation Committee Meeting was approved. The Committee proceeded on its agenda items, as shown in the following Committee Report which is incorporated herein by reference: PWPR 2013-11 Communication (04/04/2013) from Committee Chair Kagawa and Council Chair Furfaro, requesting the presence of the Director of Parks and Recreation to provide an update on the repair and maintenance of the swimming pool facilities located in Kapa'a and Waimea, along with the status of the plans to relocate the Kapa'a Swimming Pool to a new location. [This item was deferred.] PWPR COMMITTEE MEETING 2 MAY 15, 2013 Chair Kagawa: I am told that Lenny is on his way so can we go on to the next item, please? CR-PWPR 2013-16: on Resolution No. 2013-54 — RESOLUTION ESTABLISHING STOP SIGNS AND STOP LINES ON OLOHENA ROAD AT ITS INTERSECTION WITH KA`APUNI ROAD, KAWAIHAU DISTRICT, COUNTY OF KAUAI [Approved.] Chair Kagawa: The next item which we previously read was the pools. Can I ask for a motion to defer? We have waited sixty (60) plus years to get that pool fixed so I think we can wait another two (2) weeks. But I want to get back the Chair's item on Transient Vacation Rentals (TVR). Mr. Bynum moved to defer PWPR 2013-11, seconded by Ms. Yukimura. Mr. Furfaro: After this item, and I saw that they just walked out of the door so grab them. Chair Kagawa: Who is that? Mr. Furfaro: Lenny folks. Chair Kagawa: Oh. Mr. Furfaro: I just want to make a statement. After that we have Economic Development (Sustainability / Agriculture / Food / Energy) & Intergovernmental Relations Committee, and just let me finish JoAnn. I have asked Mr. Hooser if he could consider deferring the item as it relates to the Legislative measures. Would you be concurring with me on that? Mr. Hooser: Yes, Chair. Otherwise, we can receive it, then we can meet offli.ne, and then come back at a later date. I think that might be better. Mr. Furfaro: What I am trying to do, and then it is my Committee and it is only minutes, I would just like to finish everything now on the Committee Meetings, then we will go back to the Special Council Meeting. Chair Kagawa: Chair, can we just recess? Mr. Furfaro: We can recess. Did they go to get them? Oh, that was Lyle, not Lenny. Chair Kagawa: Yes, it was not. I sent Lenny off, but we can call him back after... Mr. Bynum: We are going to defer this. Chair Kagawa: If the Chair wants to clear the items, I have no problem. Mr. Furfaro: I do want to clear the items, but are you okay with the deferral? I did not want you to defer on my behalf. PWPR COMMITTEE MEETING 3 MAY 15, 2013 Chair Kagawa: I am okay with the deferral. Mr. Furfaro: Okay, then let us do these other two (2) Committees. Upon motion duly made by Mr. Bynum, seconded by Ms. Yukimura, and unanimously carried, PWPR 2013-11 was deferred.
