JANUARY 16, 2014
A public hearing of the Council of the County of Kaua`i was called to order by
Mason K. Chock, Sr., Chair, Finance & Economic Development (Tourism / Visitor
Industry / Small Business Development / Sports & Recreation Development / Other
Economic Development Areas) Committee, on Thursday, January 16, 2014, at
1:32 p.m., at the Council Chambers, 4396 Rice Street, Room 201, Historic County
Building, Lihu`e, and the presence of the following was noted:

The Clerk read the notice of the public hearing on the following:
"Bill No. 2513 — A BILL FOR AN ORDINANCE AMENDING
ORDINANCE NO. B-2013-753, AS AMENDED, RELATING TO THE
OPERATING BUDGET OF THE COUNTY OF KAUAI, STATE OF HAWAII,
FOR THE FISCAL YEAR JULY 1, 2013 THROUGH JUNE 30, 2014, BY
REVISING THE AMOUNTS ESTIMATED IN THE GENERAL FUND (Office
of Economic Development, Executive/Consultant Services (Joint Fact Finding
Group (JFFG) Scope-of-Work Environmental Public Health Impact Study
(EPHIS)) - $100,000),"
which was passed on first reading and ordered to print by the Council of the County
of Kauai on December 4, 2013, and published in The Garden Island newspaper on
December 11, 2013.
The hearing proceeded as follows:
Mr. Chock: Is there anyone in the public who would like
to testimony? Please come up.
There being no objections, the rules were suspended.
ANNE PUNOHU: My name is Anne Punohu. I just had some
questions for clarification. One of the issues is because of the Environmental Public
Health Impact Study (EPHIS) and I heard that there were going to be some changes
to it or some things taken out. I wanted to have it clarified and I wanted to know if
there is an amendment and after the amendment is out on the floor, I would like to
have the opportunity to comment.
Chair Furfaro: Anne, the public agenda item is on the
original EPHIS as it was first drafted. The new item coming up is an item that will

be on the agenda when we finish the public hearing. You are welcomed to testify on
that then. At present, the item that is to be discussed is limited to the first draft, so
I hope that helps you.
Ms. Punohu: Thank you very much. I have no comment
right now.
Mr. Chock: Thank you. I should recognize that we have
a few Councilmembers who have stepped out; Councilmember Bynum and
Councilmember Rapozo are excused. What might be good before we move into the
next few public hearings is to just remind everyone about the process here. We are
here to listen and hear from everyone about their testimony for each of the items.
We have allotted three (3) minutes and public hearing is meant for us to listen and
not for us to have this long dialogue or question and answers. This will move
towards Committee after this where we will have a chance to discern more of it and
have more questions and answer at that time. So you have three (3) minutes to
present what you would like to say. We have seven (7) public hearings today, so I
want to be proficient and make sure that we can get everyone. Thank you.
The meeting was called back to order, and there being no further testimony
on this matter, the public hearing adjourned at 1:36 p.m.
