HomeMy WebLinkAboutBILL 2517 NOTICE OF PUBLICATION/NOTICE OF PUBLIC HEARING (input sheet) tLtivGU 3 tEC 19 P1 22 OFFICE OF NOTICE OF PUBLICATION AND NOTICE OF PUBLIC HEARING CO COUNTY F CLERK Notice is hereby given that the Council of the County of Kaua`i will hold a COUNTY KAUAI blic hearing on Thursday, January 16, 2014 at 1:30 p g y, y p.m., or soon thereafter, at the Council Chambers, 4396 Rice Street, Suite 201, Historic County Building, Lihu`e, on the following: Bill No. 2517 A BILL FOR AN ORDINANCE TO ESTABLISH A NEW ARTICLE UNDER CHAPTER 22, KAUAI COUNTY CODE 1987, AS AMENDED, ENTITLED CAT LICENSING PROGRAM The purpose of this Bill is to establish a new Article within Chapter 22, Kaua`i County Code 1987, as amended, related to establishing a Cat Licensing Program, to protect both cats and native wildlife by requiring that cats allowed to roam off their owner's property and are over four (4) months of age be sterilized and have a License. This Bill also aims to reduce the number of homeless cats, reduce the number of cats being euthanized at local animal shelters, reduce the cost to taxpayers for animal control costs, and increase the number of lost cats being reunited with their owners. This Bill establishes requirements for cats over four (4) months of age to be licensed, and to be sterilized if allowed to be at large by the owner. It sets the following fees for licenses, to be paid annually or biennially: Annual License Fee Biennial License Fee For each unneutered male cat $30 For each unneutered male cat $50 For each unspayed female cat $30 For each unspayed female cat $50 For each neutered male cat $10 For each neutered male cat $15 For each spayed female cat $10 For each spayed female cat $15 In addition to the License fee, the fee for a tag is Two Dollars ($2.00). Fees for redemption of an impounded cat are Twenty-Five Dollars ($25.00) for the first offense, Fifty Dollars ($50.00) for the second office, Seventy-Five Dollars ($75.00) for the third and subsequent offenses, or in lieu of paying the redemption fee, an owner may opt to have the cat sterilized by the Animal Control Provider. This Bill establishes a minimum holding period of nine (9) days for licensed cats and forty-eight (48) hours for unlicensed cats that are released to the Animal Control Provider before allowing it to be returned to the person who released it to the Animal Control Provider, offering it for adoption, or euthanizing the cat, if not sooner recovered by the owner or person claiming ownership. An impoundment fee of Twelve Dollars ($12.00) for each full day or fraction thereof will be assessed on the owner upon redemption. An additional Ten Dollars ($10.00) will be assessed for each impounded cat not licensed in accordance with this Article. This Bill proposes to allow the Director of Finance to authorize the Animal Control Provider to enforce the regulations set forth in this Article, and to issue licenses and collect license fees at its animal shelter. All interested persons who wish to present their comments may do so at the public hearing. Written testimonies prior to the hearing would be appreciated. Copies of the proposed Bill are available at the Office of the County Clerk, Council Services Division. (The Council Committee or Council may amend this Bill at its subsequent meetings. Meeting notices are posted at least six (6) days in advance at the Office of the County Clerk, Council Services Division and the public may also testify at any of these meetings.)
