Notice is hereby given that the Council of the County of Kauai will hold a
public hearing on Wednesday, February 12, 2014, at 1:30 p.m., or soon thereafter, at

Bill No. 2520
A BILL FOR AN ORDINANCE AMENDING CHAPTER 5A, KAUAI COUNTY
CODE 1987, AS AMENDED, RELATING TO REAL PROPERTY TAXES
The purpose of this Bill is to extend the deadline for homeowners to apply for
the Home Preservation Tax Limit for tax year 2014 from December 31, 2013 to
August 31, 2014.

A BILL FOR AN ORDINANCE AMENDING ORDINANCE NO. B-2013-753,
AS AMENDED, RELATING TO THE OPERATING BUDGET OF THE
COUNTY OF KAUAI, STATE OF HAWAII, FOR THE FISCAL YEAR
JULY 1, 2013 THROUGH JUNE 30, 2014, BY REVISING THE AMOUNTS
ESTIMATED IN THE GENERAL FUND (Fire Department Bargaining
Unit 11 Increases— $617,529)
The purpose of this Bill is to reappropriate $617,529 from the General Fund
Unassigned Fund Balance to the Fire Department-Fire Operations, Regular
Salaries account to fund cost items as a result of the Hawaii Fire Fighters
Association (HFFA) Unit 11 Collective Bargaining Agreement.

AS AMENDED, RELATING TO THE OPERATING BUDGET OF THE

JULY 1, 2013 THROUGH JUNE 30, 2014, BY REVISING THE AMOUNTS
ESTIMATED IN THE GENERAL FUND (Police Department Other Post
Employment Benefits (OPEB) Replenishment Due to Bargaining Unit 12
Increases— $987,606)
The purpose of this Bill is to reappropriate nine hundred eighty-seven
thousand six hundred six dollars ($987,606) from the General Fund Unassigned
Fund Balance to the Police Department-Chiefs Office, Other Post Employment
Benefits (OPEB) account to replenish OPEB budget funding that was used to cover
cost items that were a result of the State of Hawaii Organization of Police Officers
(SHOPO) Unit 12 Collective Bargaining Agreement.

The purpose of this Bill is to reappropriate five hundred sixty-one thousand
eight hundred sixty-four dollars ($561,864) from the General Fund Unassigned
Fund Balance to the General Fund Committed Fund Balance to replenish funding
that was used to cover cost items that were a result of the State of Hawaii
Organization of Police Officers (SHOPO) Unit 12 Collective Bargaining Agreement.

Employment Benefits (OPEB) Replenishment Due to Bargaining Unit 13
Increases — $ 295,422)
The purpose of this Bill is to reappropriate two hundred ninety-five thousand
four hundred twenty-two dollars ($295,422) from the General Fund Unassigned
Fund Balance to various General Fund Other Post Employment Benefits (OPEB)
accounts to replenish OPEB budget funding that was used to cover cost items that
were a result of the Hawai`i Government Employees Association (HGEA) Unit 13
Collective Bargaining Agreement.

A BILL FOR AN ORDINANCE AMENDING ORDINANCE NO. B-2013-753,
AS AMENDED, RELATING TO THE OPERATING BUDGET OF THE
COUNTY OF KAUAI, STATE OF HAWAII, FOR THE FISCAL YEAR
JULY 1, 2013 THROUGH JUNE 30, 2014, BY REVISING THE AMOUNTS
ESTIMATED IN THE GENERAL FUND (Department of Parks and
Recreation, Parks Maintenance Septic System Pumping— $200,000)
The purpose of this Bill is to reappropriate two hundred thousand dollars
($200,000) from the General Fund Unassigned Fund Balance to the Department of
Parks and Recreation-Parks Maintenance, Other Services account to fund the
estimated cost associated with pumping septic systems at County parks.

BILL FOR AN ORDINANCE AMENDING ORDINANCE NO. B-2013-753,
AS AMENDED, RELATING TO THE OPERATING BUDGET OF THE
COUNTY OF KAUAI, STATE OF HAWAII, FOR THE FISCAL YEAR
JULY 1, 2013 THROUGH JUNE 30, 2014, BY REVISING THE AMOUNTS
ESTIMATED IN THE GENERAL FUND (Office of Economic Development,
Administration - Other Services, Kauai Historical Society Grant - $25,000)
The purpose of this Bill is to provide a grant via the Office of Economic
Development to the Kaua`i Historic Society (KHS) to fund the celebration of the
100th Anniversary of both the Historic County Building and the KHS.
All interested persons who wish to present their comments may do so at the
public hearing. Written testimony prior to the hearing would be appreciated.
Copies of the proposed Bills are available at the Office of the County Clerk, Council
Services Division.
(The Council Committee or Council may amend these Bills at its subsequent
meetings. Meeting notices are posted at least six (6) days in advance at the County
Clerk's Office and the public may also testify at any of these meetings.)
