HomeMy WebLinkAbout01/22/2014 Committee of the Whole minutes MINUTES COMMITTEE OF THE WHOLE January 22, 2014 A meeting of the Committee of the Whole of the Council of the County of Kaua`i, State of Hawai`i, was called to order by Mel Rapozo, Vice Chair, at the Council Chambers, 4396 Rice Street, Suite 201, Lihu`e, Kaua`i, on Wednesday, January 22, 2014, at 10:38 a.m., after which the following members answered the call of the roll: Honorable Tim Bynum Honorable Mason K. Chock, Sr. Honorable Gary L. Hooser Honorable Ross Kagawa Honorable Mel Rapozo Honorable JoAnn A. Yukimura Excused: Honorable Jay Furfaro PUBLIC COMMENT. Pursuant to Council Rule 13(e), members of the public shall be allowed a total of eighteen (18) minutes on a first come, first served basis to speak on any agenda item. Each speaker shall be limited to three (3) minutes at the discretion of the Chair to discuss the agenda item and shall not be allowed additional time to speak during the meeting. This rule is designed to accommodate those who cannot be present throughout the meeting to speak when the agenda items are heard. After the conclusion of the eighteen (18) minutes, other members of the public shall be allowed to speak pursuant to Council Rule 12(e). There being no objections, the rules were suspended to take public comment. LONNIE SYKOS: For the record my name is Lonnie Sykos. Unfortunately, I cannot stay for the whole meeting today. I would like to start by saying that I support the creation of an Adolescent Treatment Facility here on Kaua`i. I would like to thank all of the people involved in both the State government and the private side of it. It is something that we desperately need and I am very grateful that despite all of the hurdles that have to be leaped, that the people are continuing to push forward and hopefully we will have a center here in the next year or two (2). Minutes of the January 8, 2014 Committee of the Whole Meeting. Upon motion duly made by Councilmember Kagawa, seconded by Councilmember Bynum, and carried by a vote of 5:0:1 (Council Chair Furfaro was excused), the Minutes of the January 8, 2014 Committee of the Whole Meeting was approved. The Committee proceeded on its agenda item, as shown in the following Committee Report which is incorporated herein by reference: COW COMMITTEE 2 JANUARY 22, 2014 CR-COW 2014-02: on COW 2014-01 Communication (01/10/2014) from Councilmember Yukimura, requesting agenda time for a presentation from Families First Hawai`i Services, Inc., on the Feasibility Study for the proposed Residential Adolescent Drug Treatment Center. [Received for the Record.] There being no objections, the Committee recessed at 12:37 p.m., to convene in the Environmental Services / Public Safety / Community Assistance Committee. The meeting was called back to order at 5:41 p.m., and proceeded as follows: Bill No. 2497, Draft 1 A BILL FOR AN ORDINANCE TO AMEND THE KAUAI COUNTY CODE 1987, AS AMENDED, BY ADDING A NEW ARTICLE TO CHAPTER 4, RELATING TO THE REGISTRATION AND REGULATION OF LOBBYISTS [This item was Deferred.] Committee Vice Chair Rapozo: Bill No. 2497 is Council Chair Furfaro's Bill. He has asked that we defer it because he would like to be here to discuss it. If there are no objections, I would entertain a motion to defer Bill 2497. Ms. Yukimura: There is no public testimony? Committee Vice Chair Rapozo: There is no one here from the public unless Penny would like to speak. Upon motion duly made by Councilmember Bynum, seconded by Councilmember Kagawa, and carried by a vote of 6:0:1 (Council Chair Furfaro was excused), Bill No. 2497, Draft 1 was deferred. There being no objections, the Committee recessed at 5:41 p.m., to convene in the Finance & Economic Development (Tourism / Visitor Industry / Small Business Development / Sports & Recreation Development / Other Economic Development Areas) Committee. The meeting was called back to order at 6:03 p.m., and proceeded on its agenda item, as shown in the following Committee Report which is incorporated herein by reference: CR-COW 2014-03: on Bill No. 2519 A BILL FOR AN ORDINANCE APPROVING A COLLECTIVE BARGAINING AGREEMENT FOR BARGAINING UNIT 11 BETWEEN JULY 1, 2011 AND JUNE 30, 2017 [Approved.] COW COMMITTEE 3 JANUARY 22, 2014 There being no further business, the meeting was adjourned at 6:06 p.m. Respectfully submitted, Lori L.
