COMMITTEE OF THE WHOLE
March 5, 2014
A meeting of the Committee of the Whole of the Council of the County of
Kaua`i, State of Hawai`i, was called to order by Jay Furfaro, Chair, at the Council
Chambers, 4396 Rice Street, Suite 201, Lihu`e, Kaua`i, on Wednesday,
March 5, 2014, at 11:04 a.m., after which the following members answered the call
of the roll:

Honorable Mason K. Chock, Sr.
Honorable Gary L. Hooser
Honorable Ross Kagawa
Honorable Jay Furfaro
Excused: Honorable Mel Rapozo
Honorable JoAnn A. Yukimura
Minutes of the February 5, 2014 Committee of the Whole Meeting.
Upon motion duly made by Councilmember Bynum, seconded by
Councilmember Hooser, and carried by a vote of 5:0:2 (Councilmember
Rapozo and Councilmember Yukimura were excused), the Minutes of the
February 5, 2014 Committee of the Whole Meeting was approved.
The Committee proceeded on its agenda item, as follows:
Bill No. 2497, Draft 1 A BILL FOR AN ORDINANCE TO AMEND THE
KAUAI COUNTY CODE 1987, AS AMENDED, BY
ADDING A NEW ARTICLE TO CHAPTER 4,
RELATING TO THE REGISTRATION AND
REGULATION OF LOBBYISTS (This item was
deferred to April 16, 2014)
Chair Furfaro: Earlier I had mentioned that I was hoping to
defer Bill No. 2497, Draft 1, that deals with our policy statement to amend Chapter
4, relatING to regulations for lobbyist. I am asking to defer this to April 16, 2014.
We have now had a review of the four (4) County policies and every one is different
and some of them have no teeth in them at all. Some of them require registration of
the lobbyist but then there is not any follow through during the period of the year. I
am asking to do a follow-up on a letter I received February 26, 2014 that was sent to
me by the Ethics Commission asking them if they could have some more time and
actually meet with me so I am asking for that deferral. The four (4) County policies
are available if you would like them but I would like more time and I would like to
defer to date specific April 16, 2014.

Upon motion duly made by Councilmember Chock, seconded by
Councilmember Bynum, and carried by a vote of 5:0:2 (Councilmember
Rapozo and Councilmember Yukimura were excused), Bill No. 2497, Draft 1,
was deferred to April 16, 2014 Committee of the Whole meeting.
There being no further business, the meeting was adjourned at 11:09 a.m.
