COMMITTEE OF THE WHOLE
August 6, 2014
A meeting of the Committee of the Whole of the Council of the County of
Kauai, State of Hawaii, was called to order by Jay Furfaro, Chair, at the Council
Chambers, 4396 Rice Street, Suite 201, Lihu`e, Kaua`i, on Wednesday,
August 6, 2014, at 9:30 a.m., after which the following members answered the call
of the roll:
Honorable Tim Bynum
Honorable Mason K. Chock, Sr.
Honorable Gary L. Hooser
Honorable Ross Kagawa
Honorable JoAnn A. Yukimura
Honorable Jay Furfaro
Excused: Honorable Mel Rapozo
The Committee proceeded on its agenda item, as shown in the following
Committee Report which is incorporated herein by reference:
CR-COW 2014-12: on Bill No. 2547 A BILL FOR AN ORDINANCE TO AMEND
SECTION 2, ORDINANCE NO. 891
AUTHORIZING THE ISSUANCE OF
GENERAL OBLIGATION BONDS OF THE
COUNTY OF KAUAI FOR THE PURPOSE
OF FINANCING CERTAIN PUBLIC
IMPROVEMENTS AND REFUNDING
CERTAIN BONDS OF THE COUNTY;
FIXING OR AUTHORIZING THE FIXING
OF THE FORM, DENOMINATIONS, AND
CERTAIN OTHER DETAILS OF SUCH
BONDS AND PROVIDING FOR THE SALE
OF SUCH BONDS TO THE PUBLIC
(Approved.)
Chair Furfaro: Mr. Kagawa, you have the floor.
Mr. Kagawa: Personal privilege if I may, Mr. Chair.
Chair Furfaro: Sure.
Mr. Kagawa: I have heard some stories about...from
people who have been shopping and I think they said that some near fights
breaking out over items at the cash register and it is kind of disturbing. I hope
people can remain calm. Kaua`i people of all...I say we are tough. We have been
through two (2) hurricanes. People are resilient here. I worry if it happens on
`Oahu or another island that do not have our toughness and our ability to withstand
but I think my plea is to the public that we will work together if somebody is short

of whatever it may be, I think the people of Kaua`i are going to share at that time so
it is not worth fighting over so please remain calm and of course be prepared but do
not fight over items. That will lead to nothing but trouble. Thank you.
Chair Furfaro: I think your personal privilege message was
one that is well received in our community. You know our foundation of mutual
respect and aloha is extremely important in these times and everybody is moving
forward to be prepared which is a good piece for the community to respond to but at
the same time calmness, live aloha, and kokua are values that we pride our
community on and we can certainly be a glimmer of light to other communities that
have a much larger population but thank you. On that note, I believe that I had
another Councilmember that wanted a moment of personal privilege before I
adjourned the meeting. Okay we will take a ten (10) minute recess before I adjourn
because I was informed of that and I would like to honor that so we are in recess for
ten (10) minutes.
There being no objections, the Committee recessed at 9:35 a.m.
The meeting was called back to order at 9:52 a.m., and proceeded as follows:
Chair Furfaro: Aloha, we are back from our recess and I
have Mr. Bynum who wishes to have a moment of personal privilege. The floor is
yours.
Mr. Bynum: Thank you, Chair. The last two (2) years
have been challenging for me personally and professionally. I am really passionate
about the important issues facing our county and at times that passion is spilled
over into behavior that I am not proud of. Expressions of anger in a moment are not
appropriate and are below my expectations for myself and for the decorum of this
body. For those times I want to apologize to the body and to the public. Thank you.
Chair Furfaro: Mr. Bynum, I speak for the body that
certainly would like to acknowledge and thank you for the apology.
There being no further business, the meeting was adjourned at 9:53 a.m.
