PUBLIC WORKS / PARKS & RECREATION COMMITTEE
May 21, 2014
A meeting of the Public Works / Parks & Recreation Committee of the
Council of the County of Kauai, State of Hawai`i, was called to order by Ross
Kagawa, Chair, at the Council Chambers, 4396 Rice Street, Suite 201, Lihu`e,
Kauai, on Wednesday, May 21, 2014, at 9:27 am., after which the following
members answered the call of the roll:
Honorable Tim Bynum
Honorable Gary L. Hooser
Honorable JoAnn A. Yukimura
Honorable Ross Kagawa
Honorable Jay Furfaro, Ex-Officio Member
Excused: Honorable Mason K. Chock, Sr.
Honorable Mel Rapozo, Ex-Officio Member
Minutes of the April 16, 2014 Public Works / Parks & Recreation Committee
Meeting.
Upon motion duly made by Councilmember Yukimura, seconded by
Councilmember Bynum, and carried by a vote of 4:0:1 (Councilmember Chock
was excused), the Minutes of the April 16, 2014 Public Works / Parks &
Recreation Committee Meeting was approved.
Minutes of the May 7, 2014 Public Works / Parks & Recreation Committee
Meeting.
Upon motion duly made by Councilmember Yukimura, seconded by
Councilmember Bynum, and carried by a vote of 4:0:1 (Councilmember Chock
was excused), the Minutes of the May 7, 2014 Public Works / Parks &
Recreation Committee Meeting was approved.
The Committee proceeded on its agenda item, as follows:
C 2014-89 Communication (03/05/2014) from Council
Chair Furfaro, requesting the presence of the
County Engineer, to provide an update on
the Ala Kalanikaumaka Street off-site
drainage area and the efforts of the
Department of Public Works to address the
reported problems that occur following heavy
rain. (This item was deferred to
June 18, 2014.)
PWPR COMMITTEE MEETING 2 MAY 21, 2014
Chair Kagawa: Chair would like to ask members to make a
motion to defer to June 18, 2014. Is that okay? The deferral will give the
Department of Public Works and the community residents more time. Included will
be a site visitation and I guess some discussion on possible remedies or
compromises.
Upon motion duly made by Councilmember Yukimura, seconded by
Councilmember Bynum, and carried by a vote of 4:0:1 (Councilmember Chock
was excused), C 2014-89, was deferred to June 18, 2014.
The Committee proceeded on its agenda item, as shown in the following
Committee Report which is incorporated herein by reference:
CR-PWPR 2014-06: on PWPR 2014-04 Communication (05/06/2014) from
Council Chair Furfaro, requesting the
presence of the Director of Parks and
Recreation, County Engineer, and
Executive on Transportation, to provide
an update regarding the former Hanalei
Courthouse facility, including, but not
limited to, the following:
• The planned use(s) for the facility;
• The proposed design of the bus stop
and bus shelter, if any, and future plans
for bus service, bus base yard, etc.;
• The appropriate septic system;
• The design of the pathway(s) adjacent
to the facility grounds;
• The proposed landscaping of the
facility grounds; and
• The proposed design to prevent flood
damage to the building.
