HomeMy WebLinkAbout07/23/2014 Special Council Meeting minutes - Interview SPECIAL COUNCIL MEETING JULY 23, 2014 The Special Council Meeting of the Council of the County of Kaua`i was called to order by Council Chair Jay Furfaro, at the Council Chambers, 4396 Rice Street, Suite 201, Lihu`e, Kauai, on Wednesday, July 23, 2014 at 8:33 a.m., after which the following members answered the call of the roll: Honorable Tim Bynum (present at 8:35 a.m.) Honorable Mason K. Chock, Sr. Honorable Gary L. Hooser Honorable Ross Kagawa (present at 8:36 a.m.) Honorable Mel Rapozo Honorable JoAnn A. Yukimura (present at 8:38 a.m.) Honorable Jay Furfaro Chair Furfaro: Thank you very much. I am looking for an approval of the agenda, which is for the interview process. APPROVAL OF AGENDA. Mr. Chock moved for approval of the agenda as circulated, seconded by Mr. Hooser. Chair Furfaro: I would like to note for this particular Special Council Meeting, if there is anyone that wishes to take advantage of Rule No. 13(e) as we move forward on this interview of Ivory McClintock for a position that is being considered on the Public Access, Open Space, and Natural Resources Preservation Fund Commission. PUBLIC COMMENT. Pursuant to Council Rule 13(e), members of the public shall be allowed a total of eighteen (18) minutes on a first come, first served basis to speak on any agenda item. Each speaker shall be limited to three (3) minutes at the discretion of the Chair to discuss the agenda item and shall not be allowed additional time to speak during the meeting. This rule is designed to accommodate those who cannot be present throughout the meeting to speak when the agenda items are heard. After the conclusion of the eighteen (18) minutes, other members of the public shall be allowed to speak pursuant to Council Rule 12(e). There being no one to provide public comment, the meeting proceeded as follows: Chair Furfaro: Seeing no one, I would like to go to part (E) on the interview, please. SCOTT K. The motion for approval of the agenda as circulated was then put, and unanimously carried (Mr. Bynum, Mr. Kagawa, and Ms. Yukimura were not present). Chair Furfaro: Very good. INTERVIEW: PUBLIC ACCESS, OPEN SPACE, AND NATURAL RESOURCES PRESERVATION FUND COMMISSION: • Ivory K. McClintock —Term ending 12/31/2014 Chair Furfaro: Very good. Ivory. Welcome. There being no objections, the rules were suspended. Chair Furfaro: Ivory, I am going to give you the floor. You are going to have time to introduce yourself, cover any of the particulars, and then we will have questions from the members, but go ahead and introduce yourself. IVORY K. MCCLINTOCK: Great. Aloha. Thank you so much for having me. My name is Ivory McClintock and I am honored to be considered as part of the Public Access, Open Space, and Natural Resources Preservation Fund Commission. (Mr. Bynum was noted as present.) Ms. McClintock: My background is in Sustainable Development and Corporate Responsibility. I saw this as an amazing opportunity to serve our community and be a part of something bigger. So, that is what I have to say. I am open to any questions from the Council. Chair Furfaro: Thank you. Members, questions? Mr. Chock, we will start with you. Mr. Chock: Welcome, Ivory. Good morning. It is so refreshing to see you here and your willingness to step up and serve on this particular Commission. I think it is a great Commission to be on. I do not have many questions because I just wanted to acknowledge what you bring because I have known you for many years, not only as initially the youngest participant at Leadership Kaua`i, but also as a community leader with Blue Planet Foundation and just all around, really in there willing to work hard and willing to commit to seeing our community move forward. (Mr. Kagawa was noted as present.) Mr. Chock: So, I appreciate the time and effort you are here to give. Mahalo. Ms. McClintock: Thank you. SPECIAL COUNCIL MEETING 3 JULY 23, 2014 Chair Furfaro: Other questions for Ivory? Mr. Hooser. Mr. Hooser: Good morning, Ivory. Ms. McClintock: Good morning. Mr. Hooser: I am very, very pleased to see you here and to see you participating and putting yourself forward. It is just really refreshing to have more and more young people, like yourself, stepping up and assuming positions of leadership and responsibility in the public sector. Did you mention your ongoing educational priorities? Are you working on a Master's Degree or a Doctorate Degree or something? Talk about that. Ms. McClintock: My undergraduate was in Political Science and I just graduated with my Master's in Sustainable Development and Corporate Responsibility. So, that was my... Mr. looser: Sustainable Development and Corporate Responsibility? Ms. McClintock: Yes. Mr. Hooser: Do you have any future plans in terms of education or career? Ms. McClintock: At the moment, no. I am on Kauai and that is where my heart is, and that is where I want to focus most of my energy to serving the community, and just putting that Master's Degree to work here on the island. Because it was an international degree, it focused on the entire world and I kept bringing different pieces of Kauai. I think that we have a really unique opportunity here to be a showcase for the rest of the world. There are so many different projects that are happening, different community leaders that are popping up that I think, can be a really great example for the rest of the world. So, I hope to serve and only highlight that more as I move forward. Mr. Hooser: Great. Thank you very much. Ms. McClintock: Thank you. Mr. Hooser: Thank you, Chair. Chair Furfaro: Mr. Bynum. Mr. Bynum: Good morning, Ivory. Ms. McClintock: Good morning. Mr. Bynum: It is very nice to see you. Ms. McClintock: You as well. Mr. Bynum: This is a wonderful Commission that is very active and has a strong, diverse membership. They have staff support, they have plans, they are acquiring access that the people asked us to do when they started SPECIAL COUNCIL MEETING 4 JULY 23, 2014 the Commission, and I appreciate your service very much. It is a logical next step for your community service. (Ms. Yukimura was noted as present.) Mr. Bynum: This year has been wonderful seeing young people empowered and engaging in the political process, sometimes awkwardly, but you have been empowered ever since I have known you. It did not just happen in the last year. So, I appreciate your calm, reasonable, and thoughtful manc o that you bring to everything that you do. This is great. Thank you. Ms. McClintock: Thank you. Chair Furfaro: Other questions for Ivory? Go ahead, Councilmember Yukimura. Ms. Yukimura: Good morning, Ivory. Ms. McClintock: Good morning. Ms. Yukimura: I apologize for being late. I know you and I am very pleased that the Mayor has chosen to put your name forward. I missed what you said this morning, but I guess my question is, do you have any particular vision for open space, open space acquisition, and public access protection at this point? I know you are just beginning. So, most of the time it is just a learning curve and then developing some ideas, but I just wondered. Chair Furfaro: Excuse me. Before you answer that, JoAnn, I do want to share with you that Ivory is a nomination from the Council, which was brought to my attention by Mr. Hooser, and therefore I moved forward to put it on the agenda. So, she is actually one of the Commissioners... Ms. Yukimura: A Council appointee. Chair Furfaro: ...that will be the Council appointee. Ivory, thank you. Ms. Yukimura: Thank you for the correction. Ms. McClintock: Thank you. I am really looking forward to learning a lot more. Some of the pieces that I understand that I have looked at, I think part of the reason why I was moved to join this and even look into it any further was because I really wanted to make sure that we conserve or just continue the unique character that we have on Kauai. So, looking at ways that I can do that and using different tools and methods that the Open Space either is currently using or bringing new things to the table is something that I am looking really forward to doing. Ms. Yukimura: Great. Ms. McClintock: So, specifically, I do not have anything specific, but just delving in and really looking at the work that they have done in the past. I think that is a lot, and being able to continue that work. SPECIAL COUNCIL MEETING 5 JULY 23, 2014 Ms. Yukimura: Well, the main thing is your commitment and your understanding that open space is really important to the heritage and continuation of keeping Kauai, Kauai. So, thank you for your willingness, and thank you to Councilmember Hooser for suggesting you. Ms. McClintock: Thank you for the opportunity. Ms. Yukimura: Yes. Great. Chair Furfaro: Mr. Rapozo, did you... Mr. Rapozo: No questions, just thank you for your willingness to serve. It is a very important Commission. Thank you. Chair Furfaro: Mr. Kagawa. No? Ivory, I have a question for you. Ms. McClintock: Sure. Chair Furfaro: First of all, thank you very much for stepping forward as a Council nominee. I would like you to just give me a little bit of a background in your role with Project Manager for Blue Planet Foundation. Just touch on that for me if you could. Ms. McClintock: Sure. So, Blue Planet Foundation, for those of you that do not know, is a non-profit organization based in Hawai`i with a mission to end the use of fossil fuels in Hawaii. So, my main role was to create programs that focus on energy efficiency and so I took that Statewide and mostly focused on the outer islands. So, looking at community ways that they can reduce their energy footprint, use less energy, and then on another level, we worked at the Capitol in trying to move policy towards clean energy initiatives. So, my main role was mostly community outreach and education in schools and programs. Chair Furfaro: So, when you were Project Manager for Blue Planet Foundation, this was a program that you covered through the State? Ms. McClintock: Yes. Chair Furfaro: You did Big Island and Honolulu as well? Ms. McClintock: We did Kaua`i, that was my main push, was to get more projects on the outer islands. So, we did do a project on Kauai with Menehune Food Mart. They did light bulb exchanges. We had different schools involved. So, it was mostly about awareness, but through some kind of project. Chair Furfaro: Well, thank you very much for stepping forward. I will be supporting you when it is time to actually take the vote. If there are any other questions of Ivory. If not, Ivory, I am going to excuse you and thank you. Ms. McClintock: Thank you so much. Aloha. There being no objections, the meeting was called back to order, and proceeded as follows: SPECIAL COUNCIL MEETING 6 JULY 23, 2014 Chair Furfaro: I would believe we will be dealing with this later this afternoon and taking action then. For the members, I want to point out that I am going to roll right into the meeting that was posted for our regular Council Meeting for today, as we have members that are traveling. I want to share that with the public. We do have members that are traveling. I do not think we will have a full Council after 10:30 a.m. So, I will make some housekeeping announcements when we call the meeting to order. ADJOURNMENT.
