2013- 00005, 486 - 2013 - 00342, concerning the County of Kauai, Kauai Police Department, and

pursuant to H.R.S. §92 -4 and shall be limited to those items described in H.R.S. §92 -5(a).

Chair Kanekoa asked if there was anyone in the audience who wished to give

On May 28, 2015, Mr. and Mrs. Harold Dias Jr. wrote to thank Detective
Ray Takekawa and Officer Phillip Banquel for their acts of kindness,
efficacy, and professionalism when handling a very difficult and delicate
matter.

Chief Perry made the following announcements:
• Kawika I. Manaku, 29, of Anahola, was sentenced on Wednesday,
to 25 years in prison for the violent robbery of the Kapa`a Liquor
and Wine Company that occurred on February 2.
• Chief Perry submitted a letter to the Editor of the Garden Island
newspaper expressing his discontentment over a letter that was
printed in the Garden Island newspaper where the author of the
letter projected guns as being an inanimate object. Chief Perry
reminded everyone about the mass shootings that occurred in 1999
in the community of Sandy Hook where the assailant used a high
powered assault rifle.
• KPD has concluded a series of thirteen (13) neighborhood
community outreach meetings that was held at various locations
throughout the island. The presentation included budget
accreditation, body worn cameras, crime trends, and prevention.
Chief Perry thanked Assistant Chiefs Michael Contrades, Roy
Asher and Robert Gausephol; Acting Assistant Chief Richard Rosa;
Captains Paula Applegate and Bryson Ponce; Acting Captain Scott
Brede; Lieutenants James Rodriguez and Roderick Green, for being
a part of the community outreach program.

Chair Kanekoa thanked Chief Perry and his team for organizing the
community meetings and asked, perhaps in the future, if he would arrange
to have the presentation done at one of the Commission meetings.
Commissioner O'Connor stated that the presentations were very well done
but was concerned over the low community turnout. He stated that
normally when the community gets upset over something, they usually
turnout in numbers. This was an opportunity for the community to meet
their local police team to find out what the real issues are and maybe even
help the police to determine what the solutions are to some. of these issues.
Commissioner Hertog shared that she actually sent a couple of emails out
to the people who constantly complain to her about the police to let them
know that this is their chance to voice their concerns.
Vice Chair Iona stated that he would like to thank the Chief and the Police
Department for using restraint in their daily operations. He stated that
within the last month, the community has seen so much negative coverage
on police departments throughout the nation and that he is glad the men
and women in the Kauai Police Department have used common sense by
treating each situation with the utmost care so that it doesn't get to a
breaking point.
Chief Perry shared with the Commissioners about a Facebook page of the
Kauai Police Department which was not created by the Department but
has been online since 2012. He stated that because the page has a number
of derogatory comments about the Department (not a reflection of the
Police Department) efforts are being made to contact Facebook to see what
can be done to remove the page,

Chair Kanekoa asked if any of the Commissioners had questions or
comments regarding the Chief s monthly reports.
Commissioner O'Connor asked in regard to the school crossing guard's
vacancies, if the Department would consider accepting applications from
senior citizens to fill those positions to which Chief Perry replied yes, they
can either contact KPD or go onto the County's website to apply, noting
that all applicants must undergo a background check.

For the Period May 2015
The Budget Status Report for May 2015 is submitted for your review and perusal. The
department's total expenditures plus encumbrances for FY2015-is currently at 83% at the 92% of
year point for the fiscal year.
Chief s Office percent expended through May 2015 is 84 %, Administrative & Technical Bureau
is 72 %, Investigative Services Bureau at 62% and Patrol Services Bureau at 83% of budget spent
or encumbered. Chief s Office budget includes all payroll and fringe benefits for the entire
department and is on track to remain in budget.
As the department works to finalize purchases for the 2015 fiscal year, fiscal year 2015 2016
budget has been transmitted by County Council and signed by Mayor Bernard Carvalho,

Budget guidance required all departments to make reductions to their budget from the previous
fiscal year. Going into budget preparation, KPD pay increases required the budget to increase by
13M just to cover pay increase. Therefore, to have an overall budget increase of only $535, 356
the reductions were taken from operational budget items. KPD is beginning the year with a lean
budget and will need to continue to find ways to operate efficiently.

MAJOR INCIDENTS / NOTABLE HIGHLIGHTS:
Attempted Murder
An adult male suspect got into a verbal altercation with a group of adult males regarding his dog.
The suspect left the area then returned with a compound bow and shot arrows at the victims. The
suspect was later located and arrested for Attempted Murder in the 2nd degree. The suspect was
unable to post bail and is currently being held at KCCC.
Manslaughter
ISB personnel responded to a call of a suspicious
vehicle versus
pedestrian traffic
collision in the
Lihue area. Police investigation revealed that two
male subjects
were involved in
a verbal

altercation that turned deadly, when the suspect got into his vehicle and struck the victim, killing
him. The suspect was arrested and charged with Manslaughter.
Sexual Assault
While investigating a(n) Electronic Enticement of a Child 1St case, detectives conducted a
forensic interview with the juvenile female victim. Upon conclusion of the forensic interview,
the victim disclosed being sexually assaulted by the adult male suspect. No arrests have been
made at this time and the investigation is still on- going.
Robbery
Police investigation revealed that an adult male subject used a bat to shatter the adult female
victim's vehicle window (while she was seated in the driver's seat), reached in, grabbed her
belongings and fled the area. The suspect was later located and arrested for Robbery 2nd,
Criminal Property Damage 1St and Unauthorized Entry into a Motor Vehicle 1St and his vehicle
seized, pending a search warrant.
Unattended Death
A 52 year old male subject, who was initially reported missing off of Oahu, was found about 30
miles off shore of Kauai. The adult male was positively identified and a next of kin notification
was made to the family. An autopsy was conducted and the manner of death was ruled as an
accident.
A 35 year old male crew member on board the Pride Of America was found deceased in his
living quarters. There were no signs of foul play and the investigation is on -going pending the
autopsy results.

Unauthorized Entry Motor Vehicle:
• One male suspect arrested for unauthorized entry into a motor vehicle and fraudulent use
of a credit card. Suspect vehicle was seized and a search warrant was executed. Suspect
arrested is possibly related to several other UEMV's that have been occurring on the west
and south side of Kauai.
• Detectives responded to a Robbery 2 °d, UEMV 1St, and Criminal Property Damage 1St.
Two male suspects were arrested and a vehicle seized pending the execution of a search
warrant. Additional charges are forthcoming per the investigators.

Burglary:
• A male suspect was identified and arrested in regards to a burglary that happened at an
established business in Lihue. The male was identified through a surveillance tape
committing the offense; the male suspect was also arrested for three outstanding bench
warrants.
Unauthorized Control Propelled Vehicle:
• A male suspect was interviewed than arrested upon admitting in taking a vehicle without
the owner's permission.
Reckless Endangering:
• Detectives are continuing an investigation relating to possible improvised explosive
devices (IED) that were placed on a residential property. Suspect has not been confirmed
at this time. No arrested have been made and no one has been injured.

II. SPECIAL OPERATIONS
A. � Operation "June 19 OVUII", an Impaired Driver project, was held on June 19th, 2015 at
Kuhi6 Hwy fronting Pono Kai Resort vicinity of SMM 8. As a result, 27 various
citations were issued. Two Bench Warrants and one OVUII arrest were made during
the night
B. Throughout the month Periodic Checks were made at the Kapa`a Beach Park, Kapa`a
and Princeville Libraries, as well as the Kapa`a and K -Aauea Neighborhood Centers.
No serious incidents occurred at these locations.
C. Due to concerns with summer partying at the Hanalei Pier and Black Pot beacg park,
continuous Patrols and walk throughs are being done. During the month two arrests
were made for Disorderly Conduct,
D. Efforts to do speed enforcement on Laipo Road were made, however the lack of
shoulders present problems for stationary enforcement.
