Commissioner Agarwal moved to approve the Minutes meeting minutes of June 26, 2015. Commissioner O'Connor seconded. Motion carried 6:0 Officer of the Detective Darren Rose is currently assigned to the Sexual Assault unit to Month for July investigate sexual assault cases on both male female adult and juvenile victims. Detective Rose has been able to bring closure and relief to victims of sexual assault by his quick actions, thinking and response to all cases. His diligence, persistence, work ethics and core values has led to significant contribution in holding the perpetrators accountable for their actions as well as help the victims to cope and deal with the trauma their have just experienced. Chief Perry presented Detective Rose with a Certificate of Outstanding and Exemplary service for his exceptional work as a Detective assigned to the sexual assault unit. Chief s announcement and patient updates There was one letter of commendation from Police Chief Darryl Perry commending Executive Assistant Chief Michael Contrades, Assistant Chief Roy Asher, Robert Gausephol; Acting Assistant Chief Richard Rosa; Captains Paul Applegate and Bryson Ponce; Acting Captain Scott Brede; Lieutenants Roderick Green and James Rodrigues, for participating in the community senior outreach program meetings that were held on May 22 through June 15th. Commissioner Hertog asked Chief Perry if could define Wall banger Training to her to which Chief Perry replied it's relates to Swat Training. Chief Perry made the following announcements: 1) At the Council's meeting on Wednesday, July 22, 2015, Council Chair Mel Rapozo requested that the Managing Director Nadine Nakamura give a presentation on the County's Auditor's fuel cost and consumption management audit dated April 2012. Part of the audit identifies certain short comings of KPD in regard to the department's processes, recording and the handling of its invoices; 2 Saturday, July 25, is the Kauai Police Commission Regular Open Session July 24, 2015 Page 3 SUBJECT DISCUSSION ACTION medication or illegal drug Take Back program. The event will take place at KPD's Lihu`e Headquarters from 9:00 a.m. to 2 p.m.; and the 86t` Police Recruits Graduation ceremony was held with nine 9 new police recruits graduating, KPC 2015 -06 Public announcement for notarized complaint KPC 2015 -004, that was filed against an officer of the County on May 29, 2015. The complaint alleges that two officers of the County made unnecessary comments, lacked integrity and professionalism by not complying with the complainant's willingness means to prove his innocence. Based on the information received, the Commission found that there was enough evidence to uphold the allegations in the complaint, This officially concluded the Commission's review of complaint KPC 2015 -004. The department's total expenditures plus encumbrances for FY2015 is currently at 94% at the 100 % of year point for the fiscal year. Chief s Office percent expended through June 2015 is 94 %, Administrative & Technical Bureau is 88 %, Investigative Services Bureau at 79% and Patrol Services Bureau at 94% of budget spent or encumbered. As a note, Chief s Office budget includes all payroll and fringe benefits for the entire department. No arrests have been made at this time. Page 1 of 4 A 21 year old male subject was accused of sexually assaulting a juvenile female victim. ISB investigation revealed that an assault had occurred and the said male subject was arrested for Sex Assault 1St A 22 year old female reported that she was sexually assaulted on the North Shore. ISB investigation revealed that the assault had occurred and the 25 year old male suspect was located and arrested for two counts of Sex Assault lst. Terroristic Threatening Two juvenile male subjects reported being threatened with a knife, by an unknown adult male subject. The 54 year old male subject was identified and later arrested on two (2) counts of Terroristic Threatening 1st and was later released on bail. The case has been forwarded to the OPA. Death Related Report A 57 year old male subject had an industrial accident at the Kekaha landfill and subsequently died from his injuries. Preliminary ISB investigation revealed no signs of foul play and the investigation is still on- going. A 55 year old male subject was found dead in his residence from a self inflicted gunshot wound to his leg. ISB investigation revealed no signs of foul play and the autopsy confirmed that the decedent died as a result of his injuries. Operation "July 24 OVUII", an Impaired Driver project, was held on July 24th, 2015 fronting Pono Kai Resort in Kapaa. The late night project produced 21 citations and three arrests, two for OVUII and one for refusal to submit to OVUII related testing. B. Operation "Saturday Night Alive 2 ", an Impaired Driver project, was held on Sunday July 26th, 2015 on Kuamo'o Road in the vicinity of the Opaeka'a Falls lookout. The project produced 22 citations. C. During the month of July, squads were tasked with completeing walk -about checks of Hanalei pier and throughout Black Pot Beach in Hanalei. This will continue throughout the summer months to possibly deter criminal behavior. D. Due to recent complaints, efforts to do speed enforcement on Kamalu road have begun. No violations were observed during midnight enforcement, however six citations for speeding were issued during morning hour enforcement. E. Due to ongoing problems with homeless people at the Kapa`a Beach Park, periodic checks continued and resulted in an arrest for illegal drug possession and another person being cited for prohibited use of park utilities (electronic devices).
