HomeMy WebLinkAboutResolution No. 2016-17COUNTY COUNCIL COUNTY OF KAUAI ,oJ61p,,V C$ „o.,0,6_„ RESOLUTION SUPPORTING THE FINDINGS AND RECOMMENDATIONS PROVIDED IN THE FINAL REPORT SUBMITTED BY THE STATE - COUNTY FUNCTIONS WORKING GROUP (TAT) WHEREAS, the County finds that the State Legislature, through Act 174 (Session Laws of Hawaii 2014), established a State - County Functions Working Group (TAT) ( "working group ") to consider the distribution of duties and responsibilities for public services between the State and counties and; WHEREAS, the purpose of this working group is to recommend to the Legislature an appropriate model of allocation of the transient accommodations tax (TAT) revenue to the State and counties that properly reflects the division of duties and responsibilities relating to the provision of public services; and WHEREAS, the County finds the composition of the established working group to be a fair representation of state and county government, with members consisting of: 1) four members, each of whom shall be appointed by a different county mayor; 2) four members appointed by the governor; 3) two members appointed by the president of the senate; 4) two members appointed by the speaker of the house of representatives; and 5) one member appointed by the chief justice, who shall serve as the chair of the working group; and WHEREAS, the County finds that the working group shall submit a final report with its findings and recommendations to the legislature, governor, and each county mayor and council not later than twenty days prior to the convening of the regular session of 2016; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF KAUAI, STATE OF HAWAII, that it urges the State Legislature and Governor David Y. Ige to adopt the recommendations of the State - County Functions Working Group (TAT) final report. BE IT FURTHER RESOLVED, that a copy of this Resolution be transmitted to Governor David Y. Ige, Lt. Governor Shan S. Tsutsui, Hawaii State Senators, Hawaii State Representatives, Mayor Kirk Caldwell, Mayor Alan M. Arakawa, Mayor Billy Kenoi, Mayor Bernard P. Carvalho, Jr., Honolulu City Council Chair Ernest Y. Martin, Hawaii County Council Chair Dru Mamo Kanuha, Maui County Council Chair Mike White, and the State - County Functions Working Group Members.
