I. Missi o n
To protect t he health , safety and welfare of the residents of Kauai County by effectively
and fairly enforcing Federa l and State laws and County l i quor rules as they apply to the
manufact u re, sale and dist r ibution of alcoho l ic beve r ages .

We intend to meet the public's expectations by monitoring the manufac t ure , distribution and sale
of a l coho li c beverages in the Cou n ty of Kaua i and to p r ov i de the highest level of se r v i ce to the
l icensees

1 . Issued l aptop notebooks and trained investigators in their use as a means to go
"paperless".
2. Supported Life Choices Kauai (anti-drug office) on initiatives to reduce underage
drinking by attending djstrict town hall meetings and healt h fair distribu t ing
information on underage drinking.
3. Completed and instituted a "Standards of Conduct " for all employees of the
department

2. Continued better data collection system regarding underage contact with alcohol.

IV . FY 16 C h a ll e nge s
1. Ma i ntaining in vest i gators' safety and security in the working environment by
schedul i ng invest i gators to work i n teams when possi b le.
2. Educating the public and teens on the dangers of high alcohol content products .
R ecent surveys show that minors are having the i r first alcoholic beverage at a
younge r age .
3. Monitoring and implementing legis l ative bills regarding alcohol. Legislative bills
are posted at the last minute , shorten i ng the t i me testimony can be su b mitted.
4. D ue to the unavai l abi li ty of grants made available to the State Attorney General's
office and the U niversity of Hawaii , we were unable to conduct compliance checks
for the first time. H owever, compl i ance checks have been included in t h e FY 2017
budget.

V. FY 17 Goals & Objectives
1. Reduce the availability of alcoholic beverages to minors from liquor license
establishments.
A. Conduct semi-annual compliance checks of all Off Premise and On Premise
licensees.
B. Provide on-site trai ning and education for all licensees. Server training has
shown an increase in awareness of the responsibilities that come with liquor
service.
C. Maintain below 20% non-compliance rate for compliance checks.
2. Collaborate with Life Choices Kauai with presentations as it relates to alcohol abuse
and underage drinking.
A. Establish a training CUITiculum with t he Department of Education.
B. Provide training with middle & high schools regardin g underage drinking.
Training sessions will be determined after discussion with the DOE as to
content and frequency.
3 . Equip investigators to conduct regular inspections of liquor esta blishments.
A. Ensure that at lea st one investigator is scheduled for duty everyday of the year
to conduct inspections.
B . Provide training in the use of pepper spray & handcuffing for the safety of the
investigators in the field.
C . Continue to provide training opportunities for staff & licensees .
D. Issue uniforms to investigators to increase visibility and professiona]ism.
4. Update of Rules & Regulations of the Liquor Conh·ol Commission are in the final
stages of the approval process.

The overall objective for the operating budget is to maintain a status q u o budget without
compromising the overall effectiveness and mission of the department. B ecause
approximately 70% of the department's budget is non-discretionary funding, it is
important to allocate the remaining resources carefully. In order to maintain a minimum
budget, we will be collaborating w i th other agencies such as the L i fe Choices Kauai and
KPD to maximize our program efficiency without leaving any voids in the overall effort
to curb and reduce underage drinking.
