AND DESIGNATION BY THE GOVERNOR OF THE STATE OF HAWAI’I WHEREAS,the County of Kaua’i encourages sound economic development on the Island of Kaua’i;and WHEREAS,the designation of Enterprise Zones in Kaua’i County provides approved businesses within such zones with tax incentives to foster economic development and generate employment;and WHEREAS,the State of Hawai’i,through Chapter 209E,Hawai’i Revised Statutes and Chapter 6 of Title 15,Hawai’i Administrative Rules,has established procedures for designating Enterprise Zones for the purpose of stimulating business and industrial growth;and WHEREAS,the County of Kaua’i pursuant to Ordinance No.660 and codified as Chapter 23A,Kaua’i County Code 1987,as amended,established an Enterprise Zone Program;and WHEREAS,Kaua’i County Enterprise Zones are nominated by the County of Kaua’i and formally designated by the Governor;and WHEREAS,a designated Enterprise Zone retains such Enterprise Zone status for a twenty-year period;and WHEREAS,the currently designated Enterprise Zones need re-authorization as some may have expired and others will be expiring;and WHEREAS,the twenty-year period for the designated zone of Lihu’e expired on April 30,2016;and WHEREAS,the twenty-year period for the designated zone of Kapa’a will expire on January 31,2017;and WHEREAS,the twenty-year period for the designated zone of North Shore Kaua’i will expire on January 31,2017;and WHEREAS,the twenty-year period for the designated zone of South Central Kaua’i will expire on March 31,2017;and WHEREAS,the twenty-year period for the designated zone for West Kaua’i will expire on March 31,2017;and WHEREAS,the County of Kaua’i requests approval from the Governor to expand the South Central Zone to include the areas described in the proposed South Central Kaua’i EZ delineated and entirely contained within Census Tracts 404,405,406.03,406.04 and 407,excluding all lands within the State Land Use Conservation District Lihu’e area effective on the approval date of the Governor,terminate and reauthorize the currently existing North Shore Kaua’i,Kapa’a,West Kaua’i,and expanded South Central Kaua’i Enterprise Zones effective on the date of approval by the Governor,prior to the original expiration date as referenced in the attached maps;now,therefore,BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF KAUA’I,STATE OF HAWAI’I,that the County of Kaua’i will offer eligible businesses priority business permit processing.BE IT FURTHER RESOLVED,that the Clerk of the County of Kaua’i shall transmit copies of this Resolution to the Honorable David Ige,Governor of the State of Hawai’i;Mr.Luis P.Salaveria,Director of the State of Hawai’i Department of Business,Economic Development &Tourism;and to Honorable Bernard
