HomeMy WebLinkAboutResolution No. 2016-57COUNTY COUNCIL COUNTY OF KAUA’I 31k t a luti Oil No.2016-57 RESOLUTION ESTABLISHING TRAFFIC LANE MODIFICATIONS AND BICYCLE LANES ON RICE STREET AND HO’OLAKO STREET; ESTABLISHING CROSSWALKS ON RICE STREET,PUA’OLE STREET, HO’OLAKO STREET,KALENA STREET,HO’ALA STREET,AND MALAMA STREET;AND REPEALING,AMENDING,AND ESTABLISHING PARKING RESTRICTIONS AND BUS STOPS ON RICE STREET,COUNTY OF KAUA’I WHEREAS,Chapter 16,Article 2 of the Kaua’i County Code 1987,as amended,authorizes the County Council to create,define,re-define,eliminate,or change all traffic lanes,crosswalks,no-parking zones,and time-limit parking zones; and to determine and designate bicycle lanes and bicycle paths upon which the operation of mopeds are prohibited;and WHEREAS,Rice Street,Pua’ole Street,Ho’olako Street,Kalena Street, Ho’ala Street,and Malama Street are located in the Lihu’e District,County of Kaua’i, State of Hawai’i;and WHEREAS,The United States Department of Transportation has awarded $13,815,100 to the County of Kaua’i through the Transportation Investment Generating Economic Recovery (TIGER)grant program for LIhu’e Town Core mobility and revitalization;and WHEREAS,the County Engineer,based on an engineering and traffic investigation,has recommended the following: •Establishment of marked crosswalks on Rice Street,Pua’ole Street, Ho’olako Street,Kalena Street,Ho’ala Street,and Malama Street. •Establishment of two-way left turn lanes and dedicated left turn lanes along portions of Rice Street and Ho’olako Street. •Establishment of bicycle lanes along portions of Rice Street and Ho’olako Street. •Modification of existing parking restrictions on Rice Street. •Establishment of a two (2)hour time limit for parking along portions of Rice Street. •Establishment and modification of County bus stops at various locations along Rice Street;now,therefore, 1 BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF KAUA’I,STATE OF HAWAI’I,THAT: SECTION 1.One (1)of the existing through travel lanes is to be removed from Rice Street in each direction,for the entire length of Rice Street within County jurisdiction. SECTION 2.Center two-way left turn lanes are hereby established as shown on Exhibit “A,”attached hereto and incorporated herein by reference,at the following locations: •On Rice Street from a point approximately 160 feet east of its centerline intersection with HalekS Road to a point approximately 170 feet west of its centerline intersection with ‘Umi Street. •On Rice Street from a point approximately 150 feet east of its centerline intersection with ‘Umi Street to a point approximately 230 feet west of its centerline intersection with Hardy Street. •On Rice Street from a point approximately 160 feet east of its centerline intersection with Hardy Street to a point approximately 250 feet west of its centerline intersection with Ho’olako Street. •On Rice Street from a point approximately 200 feet east of its centerline intersection with Ho’olako Street to the end of County jurisdiction (approximately 560 feet east of its centerline intersection with Ho’olako Street). •On Ho’olako Street from a point approximately 130 feet north of its centerline intersection with Rice Street to its intersection with Pua’ole Street. SECTION 3.Left turn only lanes are hereby established as shown on Exhibit “A,”attached hereto and incorporated herein by reference,at the following locations: •On Rice Street in the westbound direction from a point approximately 160 feet east of its centerline intersection with HalekS Road to its intersection with HalekS Road. •On Rice Street in the eastbound direction from a point approximately 170 feet west of its centerline intersection with ‘Umi Street to its intersection with ‘Umi Street. 2 •On Rice Street in the westbound direction from a point approximately 150 feet east of its centerline intersection with Umi Street to its intersection with ‘Umi Street. •On Rice Street in the eastbound direction from a point approximately 230 feet west of its centerline intersection with Hardy Street to its intersection with Hardy Street. •On Rice Street in the westbound direction from a point approximately 160 feet east of its centerline intersection with Hardy Street to its intersection with Hardy Street. •On Rice Street in the eastbound direction from a point approximately 250 feet west of its centerline intersection with Ho’olako Street to its intersection with Ho’olako Street. •On Rice Street in the westbound direction from a point approximately 200 feet east of its centerline intersection with Ho’olako Street to its intersection with Ho’olako Street. •On Ho’olako Street in the southbound direction from a point approximately 130 feet north of its centerline intersection with Rice Street to its intersection with Rice Street. SECTION 4.Marked pedestrian crosswalks are hereby established as shown on Exhibit “A,”attached hereto and incorporated herein by reference,at the following locations: •Across Rice Street at the east side of its intersection with ‘Ewalu Street. •Across Rice Street,approximately 230 feet east of its centerline intersection with ‘Ewalu Street. •Across Pua’ole Street at the west side of its intersection with Ho’olako Street. •Across Ho’olako Street at the north side of its intersection with ‘Oihana Street. •Across Ho’olako Street at the north side of its intersection with Hãlau Street. •Across Ho’olako Street at the north side of its intersection with the unnamed street that travels between Vidinha Stadium and the soccer fields (approximately 1,200 feet north of its centerline intersection with Hãlau Street). 3 •Across Kalena Street at the south side of its intersection with Malama Street. •Across Ho’ala Street at the east side of its intersection with Kalena Street. •Across Ho’ala Street approximately 170 feet east side of its centerline intersection with Kalena Street. •Across Ho’ala Street approximately 390 feet east side of its centerline intersection with Kalena Street. •Across Malama Street at the east side of its intersection with Kalena Street. •Across Malama Street approximately 150 feet east side of its centerline intersection with Kalena Street. SECTION 5.Bicycle lanes are hereby established as shown on Exhibit “A,”attached hereto and incorporated herein by reference,at the following locations: •On the south side of Rice Street in the eastbound direction from the beginning of County jurisdiction (approximately 200 feet west of its centerline intersection with Halekö Road)to its intersection with Wa’a Road. •On the south side of Rice Street in the eastbound direction from a point approximately 680 west of its centerline intersection with Ho’olako Street to the end of County jurisdiction (approximately 560 feet east of its centerline intersection with Ho’olako Street). •On the north side of Rice Street in the westbound direction from the beginning of County jurisdiction (approximately 560 feet east of its centerline intersection with Ho’olako Street)to a point approximately 860 feet east of its intersection with Hardy Street. •On the north side of Rice Street in the westbound direction from its intersection with ‘Umi Street to the end of County jurisdiction (approximately 200 feet west of its centerline intersection with HalekS Road). •On the west side of Ho’olako Street in the southbound direction from a point 1,160 feet north of its centerline intersection with Hãlau Street to its intersection with Rice Street. 4 •On the east side of Ho’olako Street in the northbound direction from its intersection with Rice Street to a point 1460 feet north of its centerline intersection with Hãlau Street. SECTION 6.Along Rice Street between HalekS Road and Hardy Street, parking is hereby restricted to two (2)hours only from 6:00 a.m.to 6:00 p.m.daily, except on Saturdays,Sundays,and legal holidays. SECTION 7.No person shall stand or park any vehicle at any time on Rice Street in areas with diagonal hatch markings or in designated bus stops. SECTION 8.The following resolutions or portions of resolutions are hereby repealed thereby eliminating existing parking restrictions on Rice Street: •Resolution No.19,adopted on March 19,1952,is hereby repealed in its entirety. •Resolution No.91,adopted on July 26,1983,is hereby repealed in its entirety. •Resolution No.2002-40,adopted on September 12,2002,is hereby repealed, except for Section 6,which repealed earlier resolutions. •Section 1 of Resolution No.2013-69,adopted on September 11,2013,is hereby repealed. SECTION 9.Public transportation bus stops are hereby established and made official at the following locations,as shown on Exhibit “A,”attached hereto and incorporated herein by reference,at the following locations: •On the north side of Rice Street approximately 600 feet east of its centerline intersection with ‘Umi Street. •On the south side of Rice Street approximately 640 feet west of its centerline intersection with ‘Umi Street. •On the north side of Rice Street approximately 830 feet east of its centerline intersection with Hardy Street. •On the south side of Rice Street approximately 830 feet east of its centerline intersection with Hardy Street. •On the north side of Rice Street approximately 90 feet west of its centerline intersection with Ho’olako Street. o On the south side of Rice Street approximately 80 feet east of its centerline intersection with Ho’olako Street. 5 SECTION 10.The following resolutions or portions of resolutions are hereby repealed related to public transportation bus stops: •LIhu’e District,Lihu’e Area,Item B.13.listed in Resolution No.141, adopted on August 5,1975,which established a bus stop on the northerly side of Rice Street,approximately 60 feet east of its centerline intersection with Hardy Street,is hereby repealed. •Resolution No.217,adopted on August 15,1978,is hereby repealed,except for Section 3,which repealed earlier resolutions. •Item C.1.listed in Resolution No.31-91,adopted on May 15,1991,which established a bus stop on the northerly side of Rice Street,approximately 90 feet east of its centerline intersection with Ho’olako Street,is hereby repealed. •Resolution No.60-98,adopted on November 25,1998,is hereby repealed. •Resolution No.2005-36,adopted on May 12,2005,is hereby repealed. SECTION 11.The County Engineer or his representative shall mark and post appropriate pavement markings and signs at redefined traffic lanes, crosswalks,bicycle lanes,and bus stops that are established herein in accordance with the provisions provided by law. SECTION 12.Any person convicted of violating any provisions of the Traffic Code of the County of Kaua’i,Chapter 16,Kaua’i County Code 1987,as amended,shall be subject to the penalties prescribed in Kaua’i County Code 1987,as amended,Section 16-21.6. SECTION 13.This Resolution shall take effect upon its approval and the posting or marking of appropriate signs and markings.
