meeting and would like to this time to thank Liza for all that she has done for the

Update by Hawaii State Commissioner on the Status of Women Lisa Ellen
CSW 2015 -07
Smith on the 2016 National Association of Commissions for Women
Conference scheduled for July 161h through the 20`h on the island of Oahu.
Ms. Smith reported that Mayor Carvalho have graciously approved funding for
Ms. Ignacio - Neumiller and Ms. Crowell to attend the conference on Oahu. In
addition, the State Commission have paid the registration fees for two
additional members to attend, in which Ms. Lasker have expressed that she is
interested in attending the conference as well, which leaves one more spot
open should the Chair choose to attend, and if not, the invitation is open to
members of the community as well.
Chair Beck stated that although she appreciates the offer her schedule will not
allow her to attend the conference. With no further discussion, Chair Beck
moved onto the next agenda item.
CSW 2016 -06
Discussion on partnering with other non - profit organizations on legislative and
non - legislative issues regardless of whether or not they share the same mission
statement as the Committee on the Status of Women.
Chair Beck stated that at a previous meeting, she made a suggestion that each
member email her the names of three organizations and she would create a
spreadsheet and send it to Mercedes for distribution among the members, but
as of today, she received only one response from Ms. Ignacio - Neumiller.
However, after reading the meeting minutes it showed that Vice Chair Yoshi
did provide the names of three organizations and with her three names she can
now create the spreadsheet.
Ms. Lasker pointed out that she thought she already provided the names of
three potential organizations to which Chair Beck asked if she made any
contact with the organizations she is suggesting to which Ms. Lasker replied,

unless she misunderstood, she thought that the Chair only wanted the naives of
the organizations and there was no need to contact their at that time
Chair Beck stated that although she wanted the naives of three organizations it
would be useless unless some contact was made with the organizations. Ms.
Lasker stated that since she already has nine (9) or twelve (12) names on the
list she'll just forego her list because it would probably be on her list anyway,
Chair Beck asked if her idea was unnecessary to which Ms. Lasker replied, no
and that she would like to past on the discussion.
With no further discussion, Chair Beck moved onto the next agenda item.

Discussion and decision-making on the possibly of having two (2) showings of
the film "Miss South Pacific" in the near future.
Chair Beck stated that there was a delay in moving this event forward because
she was off - island for a period of time; however, Edie has the DVD with her if
anyone would like to take it home to see it.
Chair Beck stated that at a previous meeting, the members agreed that since
there was no definite date on when the Rise of the Wahine film would be
released that some of the funds in the State grant could be used to pay for the
cost to put on two events; one on the Westside and one in Lihu`e.
Ms. Lasker stated that it would probably be a good idea to defer the discussion
to a later time when Ms. Tico is present.

CSW 2016 -08
Discussion and decision - making on replenishing the Committee's inventory of
goods and supplies using the remaining the funds in the Committee's FY 2015-
2016 Budget.
Administrator Furfaro informed the members that the deadline to purchase any
items was on June 91h. He explained that the County of Kauai is what is called
a cash accounting system; we don't accrue any budgeted items and there is no
accrual for items in your budget. However, subject to the review of the
County Council, the Committee might receive a significant increase in
upcoming FY 2016 -2017 budget.
Announcements
The next scheduled meeting set for July 20, 2016 was cancelled due to a lack
of a quorum. Members Edie Ignacio - Neumiller, Kathy Crowell and possibly
Sharon Lasker will be on Oahu attending the National Association of
Commissions for Women Conference.
Ms. Smith requested that a discussion on encouraging the Kauai County
Council to write a new law that would eliminate all forms of discrimination
against women be placed on the August agenda. Also, the next Empowerment
Session will be on held on June 28, 2016 at the YWCA Women's Facility in
Uhu`e.

EQUAL MEANS EQUAL hub screening organizer!
Here are a few guidelines and logistics as we begin to plan our nationwide Women's Equality Day
events which will all take place on Friday August 26th:
1. The film must be screened at a proper movie theater; equipped with a Digital Projection System
compatible with the DCP format and a 5.1 Dolby Sound System.
2. We will provide you with EQUAL MEANS EQUAL (in a digital DCP format), waiving all screening fees.
3. You will be responsible for any theater fees and postage costs.
4. We encourage you to partner with other organizations with the goal of equality, either a branch of
one of the many multi- chapter organizations in the ERA Coalition or a local non - profit in your city.
S. Tickets cannot be sold for the event, however it can be used as a fundraiser with a suggested donation
per ticket. We need to approve the recipient of said funds.
6. For this event, the film cannot be screened at a university, college, library or other educational institution.
7. Each screening must have a post- screening panel discussion and talkback so the audience can
engage further with the issues brought up by the film, and discuss action steps moving forward. The
panelists you choose are up to you, but please let us know who is lined up for the event. If you need
help in identifying panelists, we will help you.

SENATE RESOLUTION
REQUESTING STATE DEPARTMENTS AND THE SEVERAL COUNTIES TO AFFIRM
THE TENETS AND PRINCIPLES FOUND IN THE CONVENTION ON THE
ELIMINATION OF ALL FORMS OF DISCRIMINATION AGAINST WOMEN.
WHEREAS, although women have made significant gains in the
struggle for equality in most fields, more action is necessary
to fully eradicate discrimination based on sex and gender; and
WHEREAS, in 1979, the United Nations General Assembly
adopted the Convention on the Elimination of All Forms of
Discrimination against Women; and
WHEREAS, in 1981, the Convention on the Elimination of All
Forms of Discrimination against Women entered into force as an
international treaty, and is the only human rights treaty
focused on women's rights; and
WHEREAS, out of the one hundred ninety four nations in the
world, the United States of America, Sudan, South Sudan,
Somalia, Iran, Palau, and Tonga are the seven nations that have
not ratified the Convention on the Elimination of All Forms of
Discrimination against Women; and
WHEREAS, in nations that have ratified the Convention on
the Elimination of All Forms of Discrimination against Women,
women have partnered with their governments to improve the
status of women and girls, which has resulted in changes in laws
and policies, which have led to safer environments and
opportunities for women and their families; and
WHEREAS, state, county, and municipal governments have an
appropriate and legitimate role in affirming the importance of
international laws as universal norms and as guides for public
policy in communities; and

WHEREAS, the "Cities for the Convention on the Elimination
of All Forms of Discrimination Against Women" campaign seeks to
protect the rights of women and girls by passing ordinances that
establish the principles of the foregoing treaty in cities and
towns across the United States; and
WHEREAS, the adoption the Convention on the Elimination of
All Forms of Discrimination against Women as local law has
proven effective in addressing the barriers that reduce the
quality of life and equity of opportunity for women and girls;
and
WHEREAS, a local initiative based on the principles of the
Convention on the Elimination of All Forms of Discrimination
against Women would include three standards, which are:
(1) A gender analysis of city departments and commissions;
(2) An oversight body to ensure that appropriate and
timely actions are taken; and
(3) Funding to support the implementation of the
principles of the Convention on the Elimination of All
Forms of Discrimination against Women; and
WHEREAS, the City and County of Honolulu, recognizing the
congressional stall on the ratification of the Convention on the
Elimination of All Forms of Discrimination Against Women, has
become the most recent city to join the Cities for the
Convention on the Elimination of All Forms of Discrimination
Against Women campaign; now, therefore,
BE IT RESOLVED by the Senate of the Twenty- eighth
Legislature of the State of Hawaii, Regular Session of 2016,
that the state departments and the several counties are
requested to affirm the tenets and principles found in the
Convention on the Elimination of All Forms of Discrimination
Against Women; and
BE IT FURTHER RESOLVED that the state departments and the
several counties are requested to affirm the principles of the
Convention on the Elimination of All Forms of Discrimination
Against Women, which include, among other principles:

(1) The integration of gender equity and human rights
principles into governmental operations, including
budgetary considerations; and
(2) The examination of governmental actions, policies,
programs, services, and employment practices to ensure
they are nondiscriminatory, gender - appropriate, and
fully serve communities of women and girls; and
BE IT FURTHER RESOLVED that the state departments and the
several counties are urged to work with the Hawaii State
Commission on the Status of Women to develop gender analysis
guidelines, and include the examination of race, disability,
immigration status, sexual orientation, and other demographic
characteristics that are linked to gender; and
BE IT FURTHER RESOLVED that the Department of Human
Resources Development and the several counties are urged to
implement a gender analysis of governmental functions by:
(1) Collecting and analyzing disaggregate data;
(2) Identifying strategies that best meet the needs of
residents and employees and eliminate discrimination
based on stereotypes; and
(3) Creating an action plan and developing a monitoring
mechanism to ensure that governmental entities do not
discriminate based on sex and gender; and
BE IT FURTHER RESOLVED that certified copies of this
Resolution be transmitted to the Governor, the Mayors of the
several counties, the chairpersons of the several county
councils, the Director of Human Resources Development, the
Chairperson of State Commission on the Status of Women, and the
Chairs of the several county commissions on the status of women.

Hawaii County Resolution 568 -16 on the Convention on the Elimination of all forms of Discrimination Against Women
(CEDAW) passed on September 7th during a full council meeting.
There were about a dozen testimonies submitted in writing prior to the noon deadline and there were another 5 -6 individuals
who provided testimony in person. There was overwhelming support for CEDAW.
Council members had a number of questions about why the United States hasn't ratified and how we intend to use CEDAW in
the future which we can discuss during our next HSCSW meeting.
The unsigned version that passed is attached for you to review. Cathy has already been sent a copy.
