Approval of the

Prior to the approval of the agenda Chair Endo welcomed Judge Gerald
Matsunaga back to the Liquor Control Commission.
Ms. Ventura moved to approve the agenda. Mr.
Pacheco seconded the motion. Motion carried

Public Hearing
STREET BURGER: Application No. 2015 -32 was filed on October 29,
2014 by Leikademus LLC dba Street Burger for a Restaurant General (no
live entertainment and no dancing) license located at 4 -369 Kuhi`6
Highway, Kapa`a, Kauai. Hawaii. The Commission accepted Application
No. 2015 -32 for publication and public hearing on November 6, 2014 and
ordered to print notices of public hearing in The Garden Island newspaper
on Wednesdays, November 12 & November 19, 2014, scheduling the public
hearing on Thursday, January 8, 2015 at 4:00 p.m. or shortly thereafter in
Meeting Room #3 of the Lihu`e Civic Center, Mo'ikeha Building 4444
Rice Street, Lihu`e, Kauai, Hawaii.

Owner Aaron Leikam, and co -owner Kristin Leikam were present. Mr.
Leikam provided a brief background, noting he and his wife have been in
the restaurant business for 25 years. He has been an Executive Chef at the
Hukilau Lanai, and Chef de Cuisine at 22 North, formerly Gaylord's, both
of which are very successful restaurants. The two of them have worked in
the restaurant business from New York to Seattle to Kauai, and are now
looking to open their own space.
Mrs. Leikam added Street Burger will be open for lunch and dinner,
providing full - service, upscale bistro burger style dining, and offer a
selection of beers on tap, and wines by the glass. They will have an open
kitchen, and will not have any televisions to avoid a sports bar type
atmosphere. They have worked with local ranchers and farmers, and
currently own a cake shop across the highway — Cakes by Kristen, and have
made a nice mark in the community over the last 4 years, creating a great
customer base.
Commissioner Ventura asked whether people would still be able to get
cakes to which Mrs. Leikam replied they will still be doing some baking,
wedding cakes, and other special occasion cakes.
Commissioner Matsunaga asked how many different types of burgers they
will be offering to which Mr. Leikam replied they are looking to have 15 —
18 different burgers, and 8 — 10 different salads, with 3 — 4 family -style
pupus. Mr. Leikam elaborated on specific menu items such as fried
vegetables with various dipping sauces, and the poke and popcorn platter,
all portioned for sharing. Their goal is to bring the table together, and get
people to talk to one another.
Commissioner Matsunaga asked whether they will be using different types
of meat to which Mr. Leikam replied he is in contact with the Kukui Ranch
as well as the Makaweli Meat Company, and will be using their meat. Thel

will also be offering taro burgers, with taro obtained from farmers in
Hanalei. They will likely be using lamb as well. Mr. Leikam stated he
feels they fill a niche as there isn't anywhere currently that one can get a
bistro style burger where you can sit and get the full dining experience.
Mrs. Leikam added everything will be made in -house such as hand -cut
fries, onion rings, buns from the bakery, and house -made condiments.
Commissioner Ventura commented the bakery has been really exceptional,
and thinks that would be a reflection of what to expect with the burgers.

Pursuant to Hawaii Revised Statutes § §92 -4 and 92 -5 (a) (2) (4), the

purpose of this executive session is to consider the evaluation of an officer
or employee where consideration of matters affecting privacy will be
involved; provided that if the individual concerned requests an open
meeting, an open meeting shall be held, and to consult with the
Commission's legal counsel on questions and issues pertaining to the
Commission's powers, duties, privileges, immunities, and liabilities as they
may relate to this item, deliberate and take such action as appropriate.
Mr. Matsunaga moved to move into executive

session. Ms. Sokei seconded the motion. Motion
carried 7:0.
Mr. Matsunaga recused himself from the executive session as it is his first
meeting.
