Public Hearing
MEA INU BEER KIOSK: Application No. 2016 -122 was filed on May 18,
2016 by Host GRL LIH F &B, LLC dba Mea Inu Beer Kiosk for change of
location of Dispenser General License No. 5G -035 from 3901 Mokulele
Loop, Lihu`e, Kauai, Hawaii, to 3901 Mokulele Loop, Lihu`e, Kauai,
Hawaii
The Director of Operations for HMS Host GRL LIH F &B was present along
with Ms. Nieva Ortiz, Assistant Director of Operations.
Commissioner Oda expressed concerns with the layout of the current
locations, and the lack of barriers to ensure that alcoholic beverages do not

leave the licensed area. He asked if the new location would address those
concerns.
The Director of Operations explained that the new location would have only
one controlled entrance, and the area where liquor can be consumed will be
blocked off by a railing, and planters, which create a solid barrier around the
area. In addition, the new location will have 2 servers in addition to the
bartender, which will provide more staff to monitor customers.
Chair Matsunaga asked how the applicant intends to prevent customers from
taking their purchased alcoholic beverages out of the bar, noting he has
occasionally seen patrons consuming alcohol outside of the bar area. The
Director of Operations stated that there will be adequate signage, and the
employees are trained to explain to customers that alcohol cannot be
