HomeMy WebLinkAbout1.263 DEPARTMENTAL PERSONNEL ASSISTANT I 19980213DEPARTMENT OF PERSONNEL SERVICES COUNTY OF KAUAI DEPARTMENTAL PERSONNEL ASSISTANT I 1.263 Duties Summar Performs a variety of simple to moderately difficult sub - professional personnel assignments in support of a departmental personnel program; advises on personnel policies and procedures; processes and reviews personnel transactions; maintains personnel records and files; and performs other related duties as required. Distinguishing Characteristics: Classes in this series differ from other classes in that the Departmental Personnel Assistants provide sub - professional support and assistance in the development and execution of a departmental personnel program. The performance of work requires a practical knowledge of personnel functions and services and the ability to apply standard methods and procedures to accomplish the work process. This class differs from the Departmental Personnel Assistant II in that the Departmental Personnel Assistant I performs a variety of simple to moderately difficult sub - professional personnel assignments in support of a departmental personnel program; whereas, the Departmental Personnel Assistant II independently performs a variety of the most difficult sub - professional personnel assignments in support of a departmental personnel program beyond the scope of clerical aspects. Examples of Duties: Assists departmental personnel and employees by explaining requirements of civil service laws, rules, regulations, and procedures pertaining to recruitment, placement, transfer, promotion, examination, classification, and other related personnel matters; screens correspondence and reviews forms for adequacy, completeness, and conformance to pertinent civil service laws, rules, regulations, policies, and procedures; distributes all official communications, inquiries, reports, recommendations, documents, and other personnel matters received by the department; researches and compiles background data for use by superiors in decision- mak =ng; prepares documents and communications on personnel matters for transmittal to the central personnel agency and other governmental agencies; prepares communications, notices, and other publications dealing with personnel matters for distribution to the several sections and divisions of the department; interviews prospective employees for preliminary screening, and informs them of job opportunities and their rights and privileges; reviews and participates in departmental staff conferences regarding personnel policies, DEPARTMENTAL PERSONNEL 2 ASSISTANT I 1.263 procedures, and other changes; reviews and verifies Workers' Compensation claims, and processes to proper agency; processes personnel and payroll transactions; participates in staff conferences and advises personnel of modifications, changes, or additions to rules, regulations, policies, procedures, etc.; sets -up and maintains departmental control files and other personnel records and files. Minimum Qualification Requirements for the Class: Training and Experience: A combination of education and experience substantially equivalent to graduation from high school and four years of progressively responsible clerical experience, two of which shall have been in a personnel program. Knowledge of: basic principles and practices of personnel administration, merit system philosophy; civil service laws, rules and regulations; interviewing principles and techniques; personnel transactions and methods of keeping personnel records; data gathering and computational techniques; office practices and procedures. Ability to: understand, interpret and apply civil service, collective bargaining agreement, and departmental rules, regulations, policies, and procedures; locate sources of materials and conduct simple research studies; deal tactfully with the public and fellow workers; give and follow oral and written instructions. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper for performance of the duties.
