HomeMy WebLinkAbout1.264 DEPARTMENTAL PERSONNEL ASSISTANT II 19980213DEPARTMENT OF PERSONNEL SERVICES COUNTY OF KAUAI DEPARTMENTAL PERSONNEL ASSISTANT II 1.264 Duties Summar Performs a variety of the most difficult sub - professional personnel assignments in support of a departmental personnel program; advises on personnel policies and procedures; and performs other related duties as required. Distinguishing Characteristics: This class differs from the Departmental Personnel Assistant I in that the Departmental Personnel Assistant II independently performs a variety of the most difficult sub - professional personnel assignments in support of a departmental personnel program beyond the scope of clerical aspects; whereas, the Departmental Personnel Assistant I performs a variety of simple to moderately difficult sub - professional personnel assignments in support of a departmental personnel program. Examoles of Duties: Provides advice and assistance to administrative and supervisory staff and other employees by interpreting and explaining requirements of civil service laws, rules, regulations, and procedures pertaining to recruitment, placement, transfer, promotion, examination, classification, and other related personnel matters; conducts preliminary studies on classification, pay, and other personnel matters and makes recommendations of action to be taken; participates in departmental staff conferences regarding personnel policies, procedures, and other related matters; assists in developing or reviews and distributes all official communications, inquiries, reports, recommendations, documents, and other personnel matters received by the department; compiles data and prepares reports on special personnel matters requiring the attention of the department head for his review and action; provides assistance to employees in matters of classification, appointment, transfers, promotions, demotions, salary adjustments; provide assistance to employees presenting various personnel problems or grievances by explaining regulations, making suggestions for meeting problems, or by referring them to appropriate sources; studies training and experience of employees and makes recommendations for promotion or transfer of employees within the department; reviews and participates in departmental staff conferences regarding personnel policies, procedures, and other related matters; may review and verify claims for Workers' Compensation, processing to proper agency; may supervise the processing of personnel and payroll transactions, and the maintenance of personnel records and files; participates in staff conferences and advises DEPARTMENTAL PERSONNEL ASSISTANT II personnel of modifications, regulations, policies, and related class specification or additions. 2 1.264 changes, or additions to rules, procedures; reviews clerical and and makes recommendations for changes Minimum Qualification Requirements for the Class: Training and Experience: A combination of education and experience substantially equivalent to graduation from high school and five years of progressively responsible clerical experience, three of which shall have been in public personnel work. Knowledge of: basic principles and practices of personnel administration, merit system philosophy; civil service laws, rules and regulations; collective bargaining laws and agreements; interviewing principles and techniques; personnel transactions and methods of keeping personnel records; data gathering and computational techniques; office practices and procedures. Ability to: understand, interpret, and apply civil service, collective bargaining agreement, and departmental rules, regulations, policies, and procedures; locate sources of materials and conduct simple research studies; deal tactfully with the public and fellow workers; give and follow oral and written instructions.
