IDENTIFICATION TECHNICIAN III 1.431
Duties Summary:
Performs technical examinations of latent fingerprints
obtained from crime scenes; analyzes and evaluates prints
to establish the identity of suspects; and performs other
related duties as required.
Distinguishing Characteristics:
This class independently examines and evaluates latent
fingerprints from crime scenes, and may testify in federal
and State courts regarding tenprint and latent fingerprint
examinations.
Examples of Duties:
Examines and evaluates latent fingerprints, including
those that are blurred, partial, or poorly developed;
compares latent prints with inked prints of suspected
offenders through manual and /or automated means; makes
evaluations of matching ridge characteristics and forms
opinion on identification of suspect; maintains file of
unidentified latent prints, and ensures that the overall
quality of fingerprint images is maintained; encodes latent
prints for use in tenprint searches; may testify in federal
and State courts concerning tenprint and la.�ent fingerprint
examination as an expert witness; prepares written report
to document latent fingerprint examination findings;
advises and assists government agencies in latent and
tenprint fingerprint examinations as required; monitors and
maintains database system files.
Minimum Qualification Requirements for the Class:
Training and Experience: A combination of education
and experience substantially equivalent to graduation from
high school and three years of progressively responsible
work experience that involved fingerprint identification
that demonstrated knowledge of fingerprint examination
methods and techniques and the ability to accurately
compare fingerprints for identification; one year of which
shall have been at the next lower level.
1.431 IDENTIFICATION TECHNICIAN III
Firearms Requirement: As applicable to the position,
must be qualified to carry and /or possess firearms or
ammunition in accordance with State and federal laws, e.g.
no misdemeanor or felony domestic violence conviction.
Knowledge of: methods and techniques involved in
latent fingerprint examination and comparison; practices
and procedures relating to handling of latent fingerprints
for criminal identification; the Henry and other systems of
fingerprint classification; laws relating to criminal
records.
Ability to: classify, code, and compare fingerprints;
independently determine identity of persons through the
examination of latent prints; testify in court as a latent
fingerprint expert; advise and instruct others in the Henry
and other fingerprint classification systems; express facts
clearly, orally and in writing; give and follow oral and
written instructions.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class
must meet the health and physical condition standards
deemed necessary and proper for performance of the duties.
This is an amendment to the specification for the
class, IDENTIFICATION TECHNICIAN III, approved October
17, 2003, . and is to be substituted for`that'
specification effective January 1, 2004.
