HOUSING TECHNICIAN 1.484
Duties Summary:
Performs a variety of technical support services
relative to community development and housing programs for
the County; provides technical assistance to ensure
compliance with program rules and regulations; and performs
other related duties as required.
Distinguishing Characteristics:
A position in this class performs under general
supervision and is responsible to independently perform a
variety of technical support duties related to multi-
program eligibility determinations and the coordination of
County Housing loan programs. Essential duties include
interacting with clients and the general public,
interpreting and explaining program requirements, and
related regulations, rules and policies.
Examples of Duties:
Performs a wide -range of technical work related to
federal CDBG and HOME Program grant compliance and the
County's Home Buyer Programs; monitors income eligibility
of beneficiaries for grantee projects and programs and
privately managed County rental projects by conducting
field inspections and reviewing compliance; interviews
applicants and recommends eligibility for program
participation; participates in the preparation of loan
documents and contract documents for community development
and housing programs; assists program managers and housing
coordinators with purchase closings, mortgage loans, and
repurchase transactions; disseminates information to
interested individuals or groups for community development
and housing programs; participates in outreach program
activities, and provides information, answers general
questions and distributes materials; operate a motor
vehicle to conduct site visits as required.
Minimum Qualification Requirements for the Class:
Training and Experience: A combination of education
and experience substantially equivalent to graduation from
high school and three (3) years of office clerical

experience that included records and file maintenance,
preparation of reports, document processing, and public
contact, which included experience assisting in a variety
of administrative matters, such as maintaining financial
and other records, compiling statistics and data, handling
and adjusting complaints, and explaining materials.
License requirement: Possession of an appropriate
valid motor vehicle operator's license, as required.
Knowledge of: laws, ordinances, policies, procedures,
rules, regulations, fundamental terminology relating to HUD
income limit regulations and technical guidance for
determining income eligibility; home buyer programs and
services; office practices and procedures; the purpose and
use of standard office machines and personal computer
software applications; basic principles and practices of
public relations; grammar, spelling and word usage.
Ability to: maintain records; deal tactfully and
effectively with others; work cooperatively with others;
understand, interpret and explain pertinent laws,
ordinances, policies and procedures, rules and regulations,
and other operational requirements; understand and follow
oral and written instructions; input and retrieve data from
a computer system; operate office machines and equipment;
compare names and numbers rapidly and accurately; file
materials accurately; and perform arithmetic computations.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class
must meet the health and physical condition standards
necessary and proper for performance of the duties.
