HomeMy WebLinkAbout1.532 APPRAISAL SUPPORT SERVICES ADMINISTRATOR 20110127DEPARTMENT OF PERSONNEL SERVICES COUNTY OF KAUAI APPRAISAL SUPPORT SERVICES ADMINISTRATOR 1.532 Duties Summary: Plans and supervises to provide administrative and technical support in the maintenance and processing of the County's Real Property Assessment division's files, the assessment roll and related maps and records; directs the County's Real Property Assessment Office's clerical support services; and performs other related duties as required. Distinguishing Characteristics: The class is distinguished by its responsibility for supervising and directing the overall clerical support services activities of the Real Property Assessment Division. Work is performed under general supervision with a high degree of independence within established parameters. Examples of Duties: Supervises searches of legal documents and official records from various governmental offices, including the creation and interpretation of maps relating to land titles; oversees the maintenance of computerized data on exemptions, tax relief programs, ownerships and appeal applications; provides administrative support, assisting in planning, organizing and controlling the operations of clerical units; oversees and coordinates administrative functions, providing technical support in areas of personnel, labor relations, purchasing and payroll; performs searches, examines deeds, legal documents and official records; abstracts information essential to determine title to real property or interests therein; performs searches where chain of title is not clear; analyzes defects and breaks in title and outlines action required to correct title; enters and corrects data input into the IAS computer system; provides information to the public regarding real property laws, assessment details, property ownership, land transfer documents and records pertinent to land titles and transactions; prepares summaries of title history in chronological order, showing changes to records; locates and obtains maps and plans, and APPRAISAL SUPPORT SERVICES 2 1.532 ADMINISTRATOR contacts property owners, individuals and /or government agencies to secure required information; creates and interprets mapping relative to land titles. Minimum Qualification Requirements for the Class: Training and Experience: A combination of education and experience substantially equivalent to graduation from high school and five years of progressively responsible work experience in searching or recording of land titles, three of which shall have been in a supervisory capacity. Knowledge of: principles and practices of supervision; methods and sources of information and material relating to land title search and transactions; Hawaiian land systems and history; State and local tax map systems and their relationship to the real property tax program, and the laws, rules and regulations pertaining to their use; mathematics, including geometry and plane trigonometry. Ability to: plan, organize, supervise and coordinate the work of subordinates; evaluate and recommend changes to work systems and procedures; interpret and apply laws, rules and regulations pertaining to ownership and transfer of real property; prepare clear and concise reports; establish and maintain effective working relationships with others; deal tactfully and effectively with taxpayers and the general public.
