COUNTY REAL PROPERTY TECHNICAL OFFICER 2.176
Duties Summary:
Plans, directs, coordinates and /or supervises various technical staff services
activities in support of the real property tax assessment program; acts as principal advisor
and resource to the division administrator in these matters; and performs other related
duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility for planning, directing, coordinating,
performing and /or supervising a variety of technical staff services activities in support of the
real property tax assessment program, and for acting as principal advisor to the division
administrator in these matters.
Examples of Duties:
• Plans, organizes, directs and coordinates technical support activities relating to the
valuation and assessment of real property, including exemptions, dedications and
deferment of property taxes;
• Plans and participates in the development of systems, procedures, policies, standards,
and manuals for effective and consistent administration of real property tax functions;
• Participates in the review and formulation of real property tax legislation and the drafting
of new and amended rules and regulations;
• Participates in the development and maintenance of building classification, cost factor
and indexing systems, and the coordination of computer -aided functions;
• Conducts research and valuation studies for specific properties which involve
unprecedented or controversial issues;
• Advises and represents the division as an expert witness in real property tax appeal
hearings and other hearings, court proceedings, and meetings;
• Participates in the development and conduct of training courses for appraiser personnel
to provide orientation and maintain standards of performance, uniformity and equality in
assessment of properties;
• Coordinates preparation of the certified assessment list of all properties;

• Participates in the preparation of reports and other materials;

Minimum Qualification Requirements for the Class:
Training and Experience: A combination of education and experience substantially
equivalent to graduation from an accredited college or university with major work in
business or public administration, real estate, land economics or a related field and four
years of professional experience in the appraisal or estimation of values of real property, two
of which shall have involved the development of classification and valuation standards for
real property assessment purposes.
License Requirement: Possession of a valid motor vehicle operator's license (Hawaii
Type 3 or equivalent)
Knowledge of: State and local real property tax laws, ordinances, rules and
regulations; principles and practices of appraising real property for tax valuation purposes;
land development and real estate business practices; principles and practices of
administration and supervision; research and statistical methods; report writing; public
relations.
Ability to: review and develop policies and standards for effective and uniform
assessment of real property; plan and conduct valuation studies and complex appraisals
and make sound decisions and recommendations; interpret new and amended tax laws;
evaluate real property assessment operations; establish and maintain effective public
relations; exercise sound technical judgment; plan, organize, supervise and coordinate the
work of others; work effectively with others; speak and write effectively; provide expert
testimony in real property tax appeals and other hearings; prepare technical and narrative
reports.
Health and Physical Condition:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper for performance of the duties.
