HomeMy WebLinkAbout2.227 EXECUTIVE PROTOCOL OFFICER 20130923DEPARTMENT OF PERSONNEL SERVICES COUNTY OF KAUAI EXECUTIVE PROTOCOL OFFICER 2.227 SR -22, BU -13 Duties Summary: Serves as protocol officer for the Mayor of the County of Kauai; performs protocol and public appearance support activities for the Mayor; and performs other related duties as required. Distiuruishing Characteristics: This class is distinguished by its responsibility for providing support activities associated with the Chief Executive's protocol and public appearance functions and the coordination essential for the overall success of the public appearance responsibilities of the Office of the Mayor. Examples of Duties: • Plans and supports the protocol and public appearance functions of the Mayor; • Serves as liaison and contact point for community groups, professional organizations, public and private entities requesting the appearance of the Mayor at special events and ceremonies; • Oversees the manner in which community ceremonies and celebrations are to be conducted to promote the stature and appearance of the Office of the Mayor; • Ensures that proper protocol is observed at all public appearances of the Mayor and other dignitaries; • Maintains public engagement calendar; • Participates in planning activities to effectuate official recognition of outstanding community services and achievements; • Assists in planning activities for the official welcome of visiting dignitaries; • Arranges for advance -event activities, including scheduling events, coordinating with master schedule, checking of physical arrangements and logistics, briefings, transportation arrangements, and other aspects; • Prepares status reports of activities; Executive Protocol Officer 2 2.227 • Attends meetings and functions with the Mayor or as the Mayor's representative; • Researches and reports on matters as requested by the Mayor; and 0 Performs other duties as may be assigned by the Mayor. Minimum Qualification Requirements for the Class: Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with baccalaureate degree in business or public administration, the social sciences or a related field, and two (2) years of responsible public relations or related experience involving community or public service work. License Requirement: Possession of a valid motor vehicle operator's license (Hawaii Type 3 or equivalent). Knowledge of: the organization and functions of the County government; geography, history and peoples of the island; principles and practices of public relations; current and special events; rules and procedures of protocol; report and letter writing. Ability to: meet and deal tactfully and diplomatically with domestic and foreign officials, representatives and people; formulate and carry out protocol policies and procedures; explain the organization and functions of County government and the history of the peoples of Hawaii; serve effectively in a liaison and coordination capacity; communicate effectively, both orally and in writing. Health and Physical Condition: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper for performance of the duties. This is an amendment to the specification for the class, EXECUTIVE PROTOCOL OFFICER, which was approved on November 23, 1994 and effective on December 1, 1994, and is to be substituted for that specification.
