HomeMy WebLinkAbout2.240 GRANTS SPECIALIST I 20040112DEPARTMENT OF PERSONNEL SERVICES COUNTY OF KAUAI GRANTS SPECIALIST I 2.240 Duties Summary: Performs a variety of simple to moderately complex activities, including needs identification, grant application, and post -award monitoring for resources that support one or more major departmental programs of the County of Kauai; and performs other related duties as required. Distinguishing Characteristics: Positions in this class operate independently in performing assignments that are limited to phases of a fully operational professional assignment or that may be designed to provide intermediate level training and experience. Work requires application of the principles, techniques, laws, methodolo7_Y and work processes pertinent to grants writing, monitoring and administration. Examples of Duties: Under close supervision, and with specific instructions, locates, evaluates, prepares and submits simple to moderately complex grant applications that support the vision of the County and the enhancement of programs from public and /or private funding sources; monitors grant recipients within limits, including general verification, examination and adherence to t'.ze requirements of the qrant agreement as assigned; assists with coordinating the planning, implementation, and evaluation of the development of grant resources; assists department /agency in identifying potential problems and designs processes or procedures for dealing with them; maintains contact with other jurisdictions, governmental agencies and management associations in the area of grant resources, writing and. management; responds to inquiries and concerns in a timely manner; takes surveys and writes reports as required; keeps abreast of laws, regulations and policies for grant acquisiticn and management; formulates and coordinates training plans and. programs for volunteers and gcvernment employees; assists in planning, developing, GRANTS SPECIALIST I 2 2.240 organizing, and conducting educational and informational programs. Minimum Qualification Requirements for the Class: Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree in business or public administration, political science, sociology or a related field, and one year of administrative or analytical experience that demonstrated that the applicant is familiar with, and possesses knowledge of Federal and other requirements as applied to grants management. License Requirement: Possession of an appropriate valid motor vehicle operator's license as required of the position. Knowledge of: principles, methods and techniques that apply to grants proposal writing and administration, Federal, State and county laws, rules, regulations, policies and procedures governing the grant program; interviewing techniques and principles; basic government organization and functions; sources of information concerning the granting of public funds; community resources and their utilization; modern office practices, methods and equipment, including a computer and applicable software. Ability to: coordinate the activities of the grant program; collect, evaluate and interpret facts; secure the confidence and cooperation of others; learn the principles, methods and techniques of various programs within the County of Kauai; learn the requirements of grants and their appropriate standards; express ideas logically, both orally and in writing; deal tactfully and effectively with other employees, operating officials, program participants, and the general public; use a personal computer to prepare reports and maintain records on word processing and spreadsheet software; follow oral and written instructions.
