GRANTS SPECIALIST II 2.241
Duties Summarv:
Performs a full range of grants development and
related professional tasks to obtain and retain resources
to support the County's department /agency programs;
coordinates and assists with the conduct of training
programs to ensure compliance with funding requirements;
performs other related duties as required.
Distinquishinq Characteristics:
A position in this class exercises independent
judgement in recommending federal, state, and local funding
opportunities, including needs identification, grant
application, and administration. Work requires broad
knowledge of County departments and agencies and their
functions.
This class differs from the Grants Specialist I in
that the Grants Specialist II independently perform the
full range of grants development and related professional
tasks under general supervision, whereas the Grants
Specialist I performs a variety of simple to moderately
complex assignments with varying degrees of supervision.
Examples of Duties:
Under general supervision, conducts program and
financial monitoring of grants; evaluates appropriateness
of grant funding relative to County policies and goals;
prepares grant applications and supporting documentation
to ensure compliance with funding requirements; provides
oversight and assistance to personnel from other
departments /agencies in pursuing funding opportunities;
plans approach and techniques to be used; conducts or
assists in conducting training programs relative to the
grant; maintains and updates review records; assembles a
variety of complex data for presentation of reports or
development of technical materials; establishes positive
working relationships with representatives of community
organizations, State and county agencies, and the general
public.

Minimum Qualification Requirements of the Class:

Training and Experience: A combination of education
and experience substantially equivalent to graduation from
an accredited college or university with a baccalaureate
degree in business or public administration, political
science, sociology, or a related field, and two years of
administrative or analytical experience that demonstrated
that the applicant is familiar with, and possesses
knowledge of Federal and other requirements as applied to
grants management.
License Requirement: Possession of an appropriate
valid motor vehicle operator's license as required of the
position.
Knowledge of: principles, methods, and techniques
that apply to grants proposal writing and administration,
Federal, State, and county laws, rules, regulations,
policies and procedures governing the grant program; basic
government organization and functions; statutory,
regulatory, and participatory requirements associated with
grants.
Ability to: coordinate the activities of the grant
program; read, comprehend, interpret, and apply complex
rules, regulations, policies and procedures; perform
accurate, detailed analysis of records; use a personal
computer to prepare reports and maintain records on word
processing and spreadsheet software; express ideas
logically, both orally and in writing.
Selective Certification: Specialized knowledges,
skills, and abilities may be required to perform the duties
of some positions. In such positions, certification may be
restricted to eligibles who possess the pertinent
experience and /or training required to perform the duties
of the position.
Agencies requesting selective certification must show
the connection between the kind of training and /or
experience on which they wish to base selective
certification and the duties of the position to be filled.

Persons seeking appointment to positions in this class
must meet the health and physical condition standards
deemed necessary and proper for performance of the duties.
This is an amendment to the specification for the
class GRANTS SPECIALIST II approved January 12, 2004,
and is to be substituted for that specification.
