HomeMy WebLinkAbout2.242 GRANTS SPECIALIST III 20080722DEPARTMENT OF PERSONNEL SERVICES COUNTY OF KAUAI GRANTS SPECIALIST III Duties Summarv: 2.242 Serves as a staff specialist and primary liaison with private non - profit organizations, the public and other agencies in an assigned functional area; participates in the development and evaluation of projects funded by grants; and performs other related duties as required. Distinguishing Characteristics: This class differs from the Grants Specialist II in that it serves as a staff specialist, and primary liaison with private non - profit organizations, the public and other agencies in the development and evaluation of grant projects and functions, whereas the Grants Management Specialist II independently performs the full range of grants management tasks under general supervision. Examples of Duties: Serves as a staff specialist in an assigned functional area; conducts special studies and develops new or improved programs in an assigned functional area; serves as primary liaison with private non - profit organizations, the public and other agencies in assigned functional areas; reviews program and /or project activities to ensure that goals and objectives are met and in order to make recommendations for changes as necessary; conducts program and financial monitoring of grant recipients, including the detailed or general verification, examination and appraisal of accounts and related files; examines for adherence to the requirements of the grant agreement and the laws, ordinances and regulations governing grants management and financial transactions; reviews the adequacy of financial and program and /or project accounting systems used to reflect effectiveness of programs and /or projects as well as actual financial status and activity; prepares detailed audit reports, including recommendation for new or revised program goals, procedures or accounting methods to correct deficiencies; interviews employees or officials of grant GRANTS SPECIALIST III 2 2.242 recipients concerning program /project activities to determine compliance with terms of grant agreement; reviews grant applications, reimbursement and /or cash advance requests and quarterly financial and narrative reports for accuracy and completeness, and determines and conducts necessary follow -up investigations; provides orientation and technical assistance to private nonprofit agencies in the grants process; assists in the execution of grant agreements and contracts; assists in the preparation of quarterly and annual reports to the Director and County Council; reviews and prepares for payment all reimbursement and cash advance requests; prepares and maintains grant agreement files. Minimum Qualification Requirements for the Class: Training and Ex erience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree in business or public administration, political science, sociology or a related field, and three years of administrative or analytical experience that demonstrated that the applicant is familiar with, and possesses knowledge of Federal, State and other requirements as applied to grants management. License Requirement: Possession of an appropriate valid motor vehicle operator's license as required of the position. Knowledge of: principles, methods and techniques that apply to grant proposal writing and administration; Federal, State and County laws, rules regulations, policies and procedures governing the grant program and /or project; basic government organization and functions; statutory, regulatory and participatory requirements associated with grants; report writing; public relations. Ability to: coordinate the activities of the grant program; read, comprehend, interpret, and apply complex rules, regulations, policies and procedures; perform accurate, detailed analysis of records; use a personal computer to prepare reports and maintain records on word processing and spreadsheet software; express ideas logically, both orally and in writing. GRANTS SPECIALIST III 3 Health and Physical Condition Requirements: 2.242 Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper for performance of the duties.
