Duties Summary:
Assists in the planning, directing, and implementation of
the County's comprehensive risk management program; coordinates
and monitors countywide risk management and loss control
activities; serves as technical specialist on Workers'
Compensation and Temporary Disability Insurance (TDI); and
performs other related duties as required.
Distinguishing Characteristics:
Under general supervision, assists in the planning,
implementation, and management of the County's risk management
program, and functions as a technical expert in the area of
Workers' Compensation for the County.
Examples of Duties:
Reviews risk exposures and assists with the planning and in
implementing the County's risk management program; evaluates
historical loss trends, frequencies, and severities of County's
risks and liabilities; prepares bid specifications for insurance
coverages; coordinates the selection of insurance companies,
agents, brokers, and suppliers of other services relating to
corporate insurance and self- insurance programs; assists in the
review of leases, contracts, and corporate agreements to
determine loss exposures, risk transfers, and self - insured
retentions; directs and coordinates the County's safety program
to ascertain compliance with insurers and OSHA's requirements;
assists in the development and administration of the County's
insurance coverages for automobile, general liability, and self -
insurance; serves as principal liaison with insurance brokers and
third -party administrators (TPAs), state, and federal OSHA
personnel; coordinates legal representation and claims
investigating services for self - insured claims in litigation;
reviews specific claims to help resolve liability issues based on
records, procedures, reports, and other confidential or
proprietary information; serves as technical specialist on
Workers' Compensation, Temporary Disability Insurance (TDI),
providing technical advice and assistance to departments and
agencies; monitors countywide loss control program activities,
providing consultative services to other departments; promotes
safe working conditions through safety training and awareness
programs; develops guidelines, procedures, and criteria for
claims reporting and management information systems; coordinates

the return -to -work program for workers unable to return to pre -
injury jobs; develops new and revised procedures, forms and
instructions relative to work assignments; attends Council
meetings to answer questions and explain aspects of plans as
requested; recommends approval, disapproval, or conditional
approval of plans including pertinent features for special
consideration; analyze and evaluate the County's TDI plan
including resolution of unusual or unprecedented problems; drafts
correspondence and prepares periodic and special reports; and
performs other related duties as assigned.
Minimum Oualification Reauirements for the Class:
Training and Experience: A combination of education and
experience substantially equivalent to graduation from an
accredited college or university with a baccalaureate degree with
major work in public or business administration, the social
sciences or a related field, and three years of technical,
investigative, administrative, or other responsible work
experience which required the knowledge and application of laws
and regulations concerning workers' compensation or adjustment of
insurance claims.
License Requirement: Possession of a valid motor vehicle
operator's license.
Knowledge of: risk management concepts and techniques;
methods of handling risk exposures; claims administration and
adjustment services; laws, rules and regulations, and accepted
standards applicable to workers' compensation, industrial safety,
and applicable prevention; various occupations and their physical
requirements; insurance rules and regulations, theories and
practices; research techniques; public relations and safety
education; report writing.
Ability to: plan, organize, coordinate work; develop,
implement, and maintain system or recordkeeping; identify and
classify various risk exposures; analyze and evaluate exposure to
losses and resolve problems; collect, maintain, and analyze
information; interpret laws, ordinances, regulations, and
initiate policies relating to transactions; review contracts and
agreements for propriety and legality; deal tactfully and
effectively with others; investigate and deterfiine causes of
accidents; make safety inspections to detect hazardous work
practices; interpret and enforce permanent workers' compensation
and safety laws, code,.rules and regulations; research data and
prepare clear and concise reports.

Persons seeking appointment to positions in this class must

meet the health and physical condition standards deemed necessary
and proper for performance of the duties.
