Duties Summary:
Participates in the analysis and evaluation of a variety of selected procedural and
technical assignments; prepares reports of findings and makes recommendations; and
performs other related duties as required.
Distinguishing Characteristics:
This class is distinguished from other classes in that the Legislative Analyst
functions as a trainee and performs analytical work assignments involving the
application of clearly established methods and techniques of managerial and financial
analysis.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements
does not preclude management from assigning such duties if such duties are a logical
assignment for the position.)
• Receives orientation on county organization and administrative functions;
• Performs organizational analysis as instructed;
• Reviews performance of county departments and /or organizations to evaluate
the execution of Council- approved programs;
• Conducts studies of departmental operations and programs; researches and
compiles information as instructed;
• Prepares reports of findings and makes recommendations on departmental
organizations, procedures and practices;
• Confers with departmental officials on budgetary and organizational problems
whenever necessary;
• May assist departmental personnel in the interpretation and implementation of
the Council's new procedures, policies, systems, etc.;
• May attend Council meetings, committee meetings, conferences and hearings to
secure background information on legislative matters; and

• May conduct other related studies as required.
Minimum Qualification Requirements for the Class:
Training and Experience: A combination of education and experience
substantially equivalent to graduation from an accredited college or university with a
baccalaureate degree in political science, public or business administration, economics,
or related field, and one (1) year of analytical experience in evaluating programs.
Knowledge of: working procedures, methods and techniques of budget and
management analysis; statistical research methods and techniques; interviewing
principles and practices; principles of report writing.
Ability gather and analyze operational, statistical and financial data; apply
budget and management analysis principles, policies and techniques; prepare complete,
clear and accurate reports of factual data and make sound recommendations therefrom;
express ideas clearly and logically both orally and in writing.
Health and Physical Condition:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper for performance of the
duties.
This is an amendment to the specification for the class, LEGISLATIVE ANALYST I,
which was approved on September 24, 1974, and is to be substituted for that
specification.
