HomeMy WebLinkAbout2.262 LEGISLATIVE ANALYST II 20131213DEPARTMENT OF PERSONNEL SERVICES COUNTY OF KAUAI LEGISLATIVE ANALYST II 2.262 SR -20, BU -13 Duties Summary: Independently performs a variety of analytical work assignments which are of average difficulty and complexity requiring the application of technical knowledge, skill and sound judgment in the use of management and financial analyses principles and practices; and performs other related duties as required. Distinguishing Characteristics: This class differs from that of Legislative Analyst I in that the Legislative Analyst II independently performs analytical work assignments which encompass problems of average difficulty and complexity requiring the application of technical knowledge and skill in managerial and financial analyses; whereas, the Legislative Analyst I functions as a trainee and performs analytical work assignments, under specific guidance, involving the application of clearly established methods and techniques of managerial and financial analyses. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position.) • Reviews and analyzes the performance of County departments and /or agencies to evaluate the execution and success of Council- approved programs; • Conducts studies and makes recommendations relative to departmental operations, organizations, procedures, and practices; • Researches and compiles information; • Confers with departmental officials on budgetary and organizational problems; • Prepares reports of findings and makes recommendations; • Assists departmental personnel in the implementation of the Council's new procedures, policies, requirements; • Attends Council meetings, committee meetings, conferences and hearings to secure background information on legislative proposals; • Conducts other related studies as assigned; and Legislative Analyst II 2 2.262 • May supervise the activities of lower level analysts or clerical workers. Minimum Qualification Requirements for the Class: Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree in political science, public or business administration, economics or related field, and two (2) years of analytical experience in evaluating programs. Knowledge of: County government organization and functions; principles, methods and techniques of budget analysis and management analysis; policies, laws, rules relating to County government processes; research techniques and methods. Ability to: gather and analyze operational, statistical and financial data; apply budget analysis and management analysis principles, policies and procedures; present facts clearly both orally and in writing; maintain effective working relationships. Health and Physical Condition: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper for performance of the duties. This is an amendment of the specification for the class, LEGISLATIVE ANALYST II, which was approved on April 21, 1976, and is to be substituted for that specification.
