HomeMy WebLinkAbout2.263 LEGISLATIVE ANALYST III 20131213DEPARTMENT OF PERSONNEL SERVICES COUNTY OF KAUAI LEGISLATIVE ANALYST III 2.263 SR -22, BU -13 Duties Summary: Performs the full range and variety of legislative analytical work assignments requiring the application of technical knowledge, skill and sound judgment in the use of management and financial analyses, principles and practices; and performs other related duties as required. Distin uishing Characteristics: This class differs from that of Legislative analyst II in that the Legislative Analyst III independently performs the full range and variety of legislative analytical work to include difficult and complex projects and studies; whereas, the Legislative Analyst II performs legislative analytical work of average difficulty and complexity in nature. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position.) • Plans, reviews and conducts complex legislative studies and surveys where extensive investigation and analysis of functions, programs, policies, procedures and work processes are done to evaluate council approved policies, programs /projects; • Gathers, organizes and analyzes information on problems or procedures including present operating procedures; • Conducts operational effectiveness reviews of newly implemented policies, projects and systems to insure functional or project systems are applied as designed and are functioning satisfactorily; • Work with departmental personnel in the implementation of legislative of legislative policies, new procedures, requirements and management and financial systems; • Attend council and committee meetings, conferences and hearings to secure background information on legislative proposals; • Analyzes data; • Gathers and develops information and considers all available solutions or Legislative Analyst III 2 alternative methods of proceeding; • Participates in training sessions; • Drafts technical memoranda and correspondence; and • May supervise lower -level legislative analysts. Minimum Qualification Requirements for the Class: 2.263 Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree in political science, public or business administration, economics or a related field and three (3) years of analytical experience in evaluating programs /projects. Knowled e of: County government organization, functions and operations; principles of public administration and management; principles, methods and techniques of budget and management analysis; policies, laws and rules relatingto County government processes; research and statistical methods; report writing. Ability to: gather and analyze operational, statistical and financial data; apply the concepts, principles, techniques and methodology of budget and management analysis to actual work situations; read, understand and analyze written material; prepare clear, complete and accurate reports; formulates ideas and express them clearly and concisely, orally and in writing; maintain effective working relationships. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper for performance of the duties. This is an amendment to the specification for the class, LEGISLATIVE ANALYST III, which was approved on September 18, 1989, and is to be substituted for that specification.
