HomeMy WebLinkAbout2.264 LEGISLATIVE ANALYST IV 20131213DEPARTMENT OF PERSONNEL SERVICES COUNTY OF KAUAI LEGISLATIVE ANALYST IV 2.264 SR -24, BU -13 Duties Summary: Supervises and participates in the analyses of the most complex issues covering a variety of legislative analytical work assignments requiring the application of technical knowledge, skill and sound judgment in the use of management and financial analyses, principles and practices; and performs other related duties as required. Distinguishing Characteristics: This class differs from that of Legislative Analyst III in that the Legislative Analyst IV supervises and participates in the analyses of complex legislative issues; whereas, the Legislative Analyst III independently performs the full range and variety of legislative analytical work to include difficult and complex projects and studies. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position.) • Supervises and participates in the planning and conduct of complex legislative studies and surveys where extensive investigation and analysis of functions, programs, policies, procedures and work processes are done to evaluate council approved policies, programs /projects; • Supervises and participates in the gathering, organizing and analyzing information on problems or procedures including present operating procedures; • Coordinates operational effectiveness reviews of newly implemented policies, projects and systems to insure functional or project systems are applied as designed and are functioning satisfactorily; • Supervises and participates in working with departmental personnel in the implementation of legislative policies, new procedures, requirements and management and financial systems; • Serves as primary resource person and team leader to committee chairpersons and subordinate staff; • Supervises and participates in the conduct of research and fact - finding on various council approved programs and projects; Legislative Analyst IV 2 2.264 • Coordinates and provides technical assistance for budget preparation; • Supervises and provides staff training activities; • Attends council and committee meetings, conferences and hearings to secure background information on legislative proposals; • Supervises and participates in the analyses data; • Coordinates the gathering and developing of information and considering all available solutions or alternative methods of proceeding; • Participates in training sessions; and • Supervises and participates in the drafting of ordinances, resolutions, certificates, technical memoranda and correspondence. Minimum Qualification Requirements for the Class: Trainin and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree in political science, public or business administration, economics or a related field and four (4) years of analytical experience in evaluating programs /projects. License Requirement: Possession of a valid motor vehicle operator's license (Hawai'i Type 3 or equivalent) as applicable to the position. Knowledge of: County government organization, functions and operations; principles of public administration and management; principles, methods and techniques of budget and management analysis; policies, laws and rules relating to County government processes; research and statistical methods; report writing; principles of supervision. Ability to: gather and analyze operational, statistical and financial data; apply the concepts, principles, techniques and methodology of budget and management analysis to actual work situations; read, understand and analyze written material; prepare clear, complete and accurate reports formulates ideas and express them clearly and concisely, orally and in writing; maintain effective working relationships; supervise the work of others; give clear and concise written and oral instructions; deal effectively with the public, employees and other government officials. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper for performance of the duties. Legislative Analyst IV 3 2.264 Physical Effort Grouping: Light This is an amendment to the specification for the class, LEGISLATIVE ANALYST IV, which was approved on June 26, 1992, and is to be substituted for that specification.
