Duties Summary:
Plans, develops, coordinates and monitors the transportation program of a
department or agency of the County of Kauai; and performs other related duties as
required.
Distinguishing Characteristics:
This class is involved in the planning, developing, coordinating and monitoring of
a department or agency transportation program, under the direction of the Director. The
responsibilities include the interpretation of county and departmental policies, rules,
procedures and ordinances relevant to transportation; inspections of vehicles for
evidence of proper mechanical conditions, licenses, certificates and conformance to
operational standards.
Examples of Duties:
• Plans, develops, coordinates and monitors the operation of the department's or
agency's transportation program;
• Recommends changes in program policies and procedures to accommodate
changing conditions and requirements;
• Initiates, develops and monitors education program on public transportation;
• Supervises preventative automotive maintenance vehicle assignments and route
scheduling;
• Evaluates and assesses information from all reports and provides
recommendations which could improve the system;
• Plans, implements and monitors programs of continuing education for monitoring
and management of the Risk Management program, as well as regularly
modifying the program to keep it current;
• Plans, implements and monitors programs of continuing education for staff and
drivers in the area of driver training, first aid, project income etc.;
• Assists in devising reporting standards, makes budget recommendations and
keeps staff, contractors and the general public informed of any changes;

• Provides support for the Transportation Advisory Committee to assist in the
operation of the program;
• Requests and receives data for the efficient operation in order to comply with the
Federal, State and County requirements; and
• Prepares reports and correspondence.
Minimum Qualification Requirements for the Class:
Training and Experience: A combination of education and experience
substantially equivalent to graduation from an accredited college or university with a
baccalaureate degree in business administration, public administration or a related field
and one (1) year of experience in planning, organizing, monitoring and directing work of
others and in formulating and implementing procedures and policies relating to
automotive transportation services.
Knowledge of: General principles and practices used in business administration,
such as management and budgeting; procedures used in dealing with the public and the
dissemination of information; principles and practices of supervision; common practices
and procedures in automotive service management; report writing.
Ability Interpret policies, rules regulations and ordinances relating to public
carriers; plan, organize and coordinate a departmental transportation program;
supervises others; instructs others in safety techniques, causes of accidents and
accident prevention; deal effectively with officials and employees; write clear and
concise reports; gather and evaluate data and make sound decisions based on data
collected.
Health and Physical Condition:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper for performance of the
duties.
This is an amendment to the specification for the class, DEPARTMENTAL
TRANSPORTATION COORDINATOR, which was approved on July 22, 1986, and is
to be substituted for that specification.
