TRANSPORTATION OPERATIONS MANAGER 2.289

Duties Summary:
Plans, directs, coordinates, and manages the day -to -day operational activities of
the transportation program of the County of Kauai; and performs other related duties as
required.
Distinguishin Characteristics:
This class is distinguished by its responsibility to plan, coordinate, direct and
organize the daily operations of the Transportation Agency for the County of Kauai.
Examples of Work:
• Plans, develops, coordinates and manages the operation of the County -wide
transportation program;
• Initiates changes in program policies and procedures to accommodate changing
conditions and requirements;
• Projects program costs through the requirements and routes to fulfill the
administration's goal of an island -wide bus system by determining fleet size,
location of facilities and shelters, etc.;
• Evaluates bus stop locations, present and future to determine the best service
location for residents, businesses, and medical service facilities;
• Reviews and makes recommendations on transportation routes and plans for
future effects on community bus services;
• Receives and resolves service complaints;
• Participates in the development of technical data, reports and study materials for
presentation to the County Council and to other committees and technical groups;
• Organizes, coordinates and participates in a community relations program in
support of the County's transportation activities;
• Publicizes and promotes services available and directs staff in providing
assistance and advice to area residents and others;

• Evaluates overall effectiveness and adequacy of program and submits
recommendations for improvements;
• Prepares program budgetary and cost estimates, and other program related cost
expenditures;
• Prepares transportation grant and funding proposals;
• Supervises the subordinates in charge of preventive maintenance, motor vehicle
assignment and route scheduling; and
• Performs other related duties as required.
Minimum Qualification Requirements for the Class:
Training and Experience: A combination of education or experience substantially
equivalent to graduation from an accredited college or university with a baccalaureate
degree in planning, business administration, public administration, marketing or a
related field and three (3) years of experience in planning, organizing and directing work
of others and in formulating and implementing procedures and policies.
License Requirement: Possession of a valid motor vehicle operator's license
(Hawai'i Type 3 or equivalent) as applicable to the position.
Knowledge of: principles and practices of organization and administration;
planning; grant writing; public relations; and applicable federal, state an local
transportation safety laws, regulations, and guidelines.
Ability to: plan, organize, and coordinate the County -wide transportation system;
supervise staff; meet and deal effectively with public, business, community leaders and
civic groups; translate ideas and recommendations into workable plans which conform
to the various transportation laws and regulations; write clear and concise reports;
formulate ideas and effectively speak before groups; and gather and evaluate data and
make sound decisions based on data collected.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper for performance of the
duties.

This is an amendment to the specification for the class, TRANSPORTATION
OPERATIONS MANAGER, which was approved for the class COUNTY
TRANSPORTATION MANAGER on October 26, 1989, retitled on November 27,
2001, and effective on July 1, 2001, and is to be substituted for that
specification.
