HomeMy WebLinkAbout2.281 VICTIM/WITNESS PROGRAM COORDINATOR 20131105DEPARTMENT OF PERSONNEL SERVICES COUNTY OF KAUAI VICTIM/WITNESS PROGRAM COORDINATOR 2.281 SR -24, BU -13 Duties Summary: Within departmental guidelines, plans, directs and coordinates the Victim /Witness Program for the County of Kauai; assigns and supervises the day-to-day activities of the Victim/Witness Program; provides direct counseling services to clients on select cases; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility for planning, coordinating the Victim /Witness program for the island of Kauai, assigns and supervises subordinates engaged in providing assistance and counselingto victims and witnesses of crimes and counseling involving select cases; whereas, the Victim /Witness Counselor II independently provides professional counseling services to victims /witnesses of violent crimes which involve the full range and variety of counseling assignments to include the most difficult and complex cases. Examples of Duties: • Plans, assigns, supervises, monitors and reviews the work of subordinates engaged in providing counseling to victims /witnesses of violent crimes; • Develops and implements standards, policies and procedures concerning the counseling and assistance to victims and witnesses of crimes; • Acts as resource person and provides technical guidance and expertise; • Cooperates and coordinates with local, state and federal law enforcement agencies, social services agencies and community and business groups to further the status, awareness and fill the needs of victims; • Researches and may develop and initiate legislation beneficial to victims and witnesses of crimes; • May testify at these legislative hearings; • Prepares and submits the victim /witness program's annual county and state budget estimates; • May prepare special grants for funding from state and federal resources; Victim /Witness Program Coordinator 2 2.281 • Attends hearings on annual budget request before the Finance Department, Mayor's Office and the Kauai County Council; • Conducts training programs; • Participates in the recruitment and selection of staff and volunteers; • Sets -up, designs and implements training programs for subordinates and volunteers; • Provides direct counseling services to clients with high profiles and most complex cases; • Informs victims /witnesses of their rights and services available through the State Criminal Injuries Compensation Commission and other criminal justice system agencies; • Serves as liaison between the prosecutor and the victim /witness; • Evaluates performance of subordinates; • Prepares and maintains activity records and reports; • Coordinates the-Hawaii Witness and Security Protection Program for the Kauai Prosecutor's Office; and • Prepares and maintains activity records and reports. Minimum Qualification Requirements for the Class Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree in sociology, social work, psychology, or a related field and four (4) years of counseling experience in a program which provided social services, to include crisis counseling, two (2) of which shall have been related to the criminal justice system and one of which shall have been in a supervisory capacity. License Requirement: Possession of a valid motor vehicle operator's license (Hawai'i Type 3 or equivalent) as applicable to the position. Knowledge of: supervisory principles and practices; rules, regulations, laws and procedures relating to the criminal justice system, including those applicable to the State Criminal Injuries Compensation Commission; public and private community resources providing services and benefits pertinent to the Victim /Witness Program; principles and practices of interviewing; crisis intervention, counseling and psycho- therapeutic techniques; procedures governing legislative proceedings; principles of research and report writing. Victim /Witness Program Coordinator 3 2.281 Ability to: plan, organize, coordinate and supervise the work of others; establish and maintain effective and cooperative working relationships with staff members, representatives of other departments, community groups and the general public; understand and interpret a variety of benefits, services and rights; develop and implement training programs; draft legislation and present testimony; prepare budget estimates; communicate effectively, orally and in writing; prepare clear and concise reports and correspondence. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper for performance of the duties. This is an amendment of the specification for the class, VICTIM /WITNESS PROGRAM COORDINATOR, which was approved on August 28, 1986, and is to be substituted for that specification.
