Duties Summary:
Responsible for the planning and coordination of the park and landscaped
grounds improvement program for the County of Kauai; and performs other related
duties as required.
Distin uishing Characteristics:
Serves as staff resource specialist and advisor in plan development for phases of
the overall grounds improvement program for parks, playgrounds, and other landscaped
areas islandwide.
Examples of Duties:
• Conducts studies and surveys, and develops and prepares specialized grounds
improvement plans for parks, playgrounds, and other landscaped areas;
• Develops landscape construction and maintenance practices and procedures;
• Coordinates specialized grounds improvement activities with supervisors,
recreation personnel, private contractor and others;
• Prepares plans for ground layouts, area planting and erosion control projects;
• Assists in writing contract specifications and in managing contracts and
overseeing a work crew or private contractors on specialized grounds projects;
• Determines the appropriate plants, materials, techniques and procedures to be
used in developing and maintaining landscaped areas and for erosion control
purposes;
• Estimates personnel, equipment and material requirements;
• Recommends techniques and procedures for the propagation, cultivation,
planting, pruning, trimming and general care and maintenance of trees and
shrubs;
• Follows up on completed projects to ascertain if schedules have been
maintained, projects were completed within anticipated costs, and personnel
utilized was within the established schedule;

• Serves as principal staff resource and advisor in technical areas such as soil and
turf management, fertilization, pesticides, irrigation practices and other grounds
maintenance matters;
• Provides expertise in developing and establishing chemical treatment procedures,
processes and standards, determines comparative costs and feasibility of letting
out large scale projects to contractors such as for beach cleaning, re- sodding
large areas, etc.;
• Assists in determining priorities and schedules for capital improvement projects
pertaining to parks improvement, assists in policy and procedure formulation and
implementation for parks improvement operations;
• Reviews and evaluates major problems and work requests relating to parks
improvement and recommends appropriate action;
• Assists in preparing budget requests and recommends changes, deletions or
additions;
• Investigates and resolves complaints; and
• Develops and implements training programs, prepares reports and
correspondence.
Minimum Qualification Requirements for the Class:
Training and Experience: A combination of education and experience
substantially equivalent to graduation from an accredited college or university with a
baccalaureate degree in agriculture, horticulture or a related field, and three (3) years of
experience involving management and planning the care, maintenance and
beautification of parks or landscaped areas.
License Requirement: Possession of a valid motor vehicle operator's license
(Hawai'i Type 3 or equivalent).
Knowledge of: principles and practices of horticulture and arboriculture;
propagation and cultivation methods and techniques; methods and techniques of re-
sodding and re- building large fields; techniques of plant, tree and shrubbery
arrangements; basic principles and methods of eradicating and controlling plant pests
and diseases; budget preparation; report writing.
Ability to: plan, direct, and coordinate planning projects; plan and establish a
grounds improvement program for parks, playgrounds and other landscaped areas;
make projections and estimates of materials, equipment and personnel needed for
grounds improvement work; prepare reports; issue clear and concise oral and written
instructions; develop and implement training programs; deal effectively with others.

Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper for performance of the
duties.
Physical Effort Grouping: Light
This is an amendment to the specification for the class, PARK MAINTENANCE
PLANNER, which was approved on May 15, 1998, and is to be substituted for that
specification.
