HomeMy WebLinkAbout2.313 PARKS PROJECT MANAGER 20080414DEPARTMENT OF PERSONNEL SERVICES COUNTY OF KAUAI PARKS PROJECT MANAGER 2.313 Duties Summarv: Plans and coordinates park site and recreational facility development and improvement projects; manages all aspects of assigned projects; provides planning, design and construction oversight related services; and performs other related duties as required. Distinquishinq Characteristics: This class is distinguished by its responsibility to manage park site and recreation facility development and improvement projects for the Department of Parks and Recreation. Examples of Duties: Assists in the coordination of a long range plan for the development and maintenance of parks and recreation facilities, including facilities for the Veteran's Cemetery and coastal bike and pedestrian path; participates in the development and maintenance of a master plan for upgrades and future developments of park physical facilities; assists in the development and implementation of standards relating to acquisition, planning, design and construction of parks and recreation facilities; collaborates with departmental staff, community members, volunteer groups and governmental agencies to plan and implement park and recreational improvement and development projects; assists in negotiating and coordinating consultant contracts; prepares documents for and assists in the procurement and bidding process; collaborates with design consultants on project work scope, design intent and adherence to schedules; reviews plans, specifications and contract documents for projects and makes recommendations; makes field inspections as necessary and prepares reports as required; participates in the division's budget and CIP budget; investigates complaints relating to parks facilities; resolves problem or prepares recommendation on resolution; researches, compiles data and prepares technical and operational reports; may represent the department in meetings around the island at varying times PARKS PROJECT MANAGER 2 2.313 of day and at various sites; may operate a motor vehicle to meet program needs. Minimum Qualification Requirements for the Class: Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree in park planning, landscape architecture, recreation and park administration, business administration or a related field, and three (3) years of related experience. License Requirement: Possession of a valid motor vehicle operator's license as required. Knowledge of: park and recreation planning concepts, contract administration and inspection; methods and practices involved in construction, site development and building construction; resource management. Ability to: work with contractors, architects, engineers and others contacted in the course of project management; read and interpret specifications and contract documents; research and prepare reports; express ideas clearly and concisely both orally and in writing; establish and maintain effective working relationships with staff, County employees and the public; carry through a project from inception to completion, coordinating all aspects, ensuring completion in a timely manner. Health and Physical Condition Standards: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper for performance of the duties.
