HomeMy WebLinkAbout2.329 TRANSIT SAFETY SPECIALIST 20160701DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUA' I TRANSIT SAFETY SPECIALIST 2.329 SR -20, BU -13 Duties Summary: Plans, develops and conducts transit training and safety management systems to ensure compliance with Federal and State safety and health laws and accepted standards; responsible for the supervision of the agency repair shop; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility for planning, developing and conducting transit training and safety management systems; along with supervision of the agency repair shop for the Transportation Agency of the County of Kauai. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position.) • Supervises the daily operation of the repair shop, evaluates performance of staff, confirms compliance with and establishes work policies, operating and reporting procedures, monitors work safety and productivity of repair; • Researches, prepares, coordinates, develops and assembles materials for and carries out safety education training courses, selects and assembles materials and visual aid, contacts consultants, prepares schedules and arranges logistics; Maintains currency of the agency's annual driver improvement program which includes classroom and on the road training on safety practices and procedures, techniques for handling emergencies, motor vehicle and highway safety laws and regulations, road tests, defensive driving, commentary decision driving, pre- checking equipment, customer services, passenger assistance and sensitivity training in working with persons with disabilities and the elderly; • Conducts accident and incident investigation and interviews, leads accident /incident evaluation, conducts re- training as needed and provides recommendations for corrective action; • Represents the Transportation Agency on County -wide safety review committee and leads agency review committee to evaluate accident preventability and monitor trends; TRANSIT SAFETY SPECIALIST 2 2.329 • Develops and maintains an agency Safety Management System in compliance with federal requirements, implements training programs to regularly educate all staff to be in compliance with the system. • Conducts training program for new hires, using recognized techniques, facilitates learning through a variety of delivery methods including classroom, virtual training and on-the-job; • Conducts location assessments for transit and paratransit locations to determine vehicle accessibility; • Sets up and maintains record keeping and reporting systems to ensure compliance with all laws and regulations; prepares activity reports; • Recommends and develops procedures for safe work practices, enforcement methods and internal safety inspection checklists and schedules; • Conducts safety inspections to detect unsafe conditions; recommends corrective actions; • Conducts investigations of accidents; interviews employees and witnesses; prepares report of findings and recommendations; • Inspects and recommends repair of mechanical defects in motorized equipment; • Investigates suspected vehicle abuse; recommends disciplinary actions against operators who abuse vehicles or disregard safety rules and regulations; • Maintains liaison with other agencies dealing with safety; keeps current on safety matters including existing resources, programs, regulations, legislation, standards and practices; • Establishes and maintains fleet safety contacts with other public and private organizations for exchange and up -date of information; • Operates various vehicles or equipment as necessary; • Perform other duties as required. TRANSIT SAFETY SPECIALIST 3 2.329 Minimum Qualification Requirements for the Class: Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree in business administration, public administration or a related field and two (2) years of experience in driver instruction, industrial safety and accident prevention activities, one (1) year of which shall have involved Commercial Driver's License (CDL) driver instruction and some experience with investigational activities. License Requirement: Possession of a valid Commercial Driver's License with endorsements as applicable to the position; current Department of Transportation Medical Examiner's Certificate and any other license required by law; satisfactory completion of a National Safety Council DDC driver training instructor's course prior to completion of probation. Knowledge of: principles and practices of supervision; laws and regulations governing the operation of motor vehicles and the licensing of drivers; State Worker's Compensation Act, Occupational Safety and Health standards and other accepted standards applicable to industrial safety and accident prevention; Federal Transit Administration Safety Management Systems; operating procedures of a variety of motor vehicles, safety devices and features pertinent thereto; the theory of the internal combustion engine; vehicle accident hazards and methods of control, correction and prevention, proper and safe driving techniques; highway safety as it pertains to motor vehicle operation; preventive and general maintenance practices relating to motorized equipment; industrial and construction accident hazards and methods of correction and prevention; industrial safety devices and equipment; safety inspection principles, practices and procedures; techniques of group instruction; basic examining and testing practices; and investigation methods and techniques; report writing. Ability to: plan, assign, review and supervise the work of subordinates; plan, organize and coordinate industrial safety and driver improvement programs; develop and maintain an agency Safety Management System; conduct location assessments for transit and paratransit locations; prepare and develop training outlines and materials; schedule and conduct safety and driver training; investigate and determine causes of accidents; interpret and explain traffic laws, regulations and general principles of traffic and highway safety; explain the purposes and functions of automotive system components and common malfunctions and causes; deal tactfully and effectively with others; write clear and concise reports; and speak effectively before groups. Health and Physical Condition: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper for performance of the duties.
