HomeMy WebLinkAbout3.033 3.034 HOUSING SERVICES WORKER I & II 20030224DEPARTMENT OF PERSONNEL SERVICES COUNTY OF KAUAI HOUSING SERVICES WORKER I & II Duties Summary: Performs a administration, programs within participants an( technical staff as required. 3.033 3.034 variety of technical tasks in the implementation and maintenance of housing the County; provides information to i applicants of housing programs; provides assistance; and performs other related duties Distinquishinq Characteristics: Level I: Performs the full -range of technical work related to housing programs, independently making eligibility determinations; prepares contracts and agreements and /or interprets laws, rules and regulations governing housing programs. Level II: Performs the full -range of technical work related to housing programs where the assigned caseload is consistently of a more difficult and complex nature (i.e. Clients have unstable or frequently changing family and personal situations or income is irregular or frequently changing. Examples of Duties: Performs a variety of housing program tasks; understands, interprets, and applies local, state and federal housing laws, rules and regulations; determines and re- examines eligibility for housing programs by verifying information submitted by program participants and applicants; provides information on eligibility requirements; discusses and explains procedures and objectives of the program with prospective applicants and program participants; verifies financial standing and /or reputation of applicants, recommending approval or disapproval of applications; prepares necessary correspondence and notifications; manages caseload to assure timeliness and plans reviews; establishes and maintains pertinent files and records; establishes positive relationships with clients, discussing needs and related problems; attends meetings and training sessions; may participate in special projects. HOUSING SERVICES 2 3.033 WORKER I & II 3.034 Minimum Qualification Re irements for the Classes: Training and Experience: A combination of education and experience substantially equivalent to graduation from high school, and for: Level I: four (4) years of work experience involving, or supplemented by some public contact work, two (2) years of which demonstrated a good working knowledge of the processes, policies and procedures of a social services or public assistance program; Level II: In addition to the above, one (1) year of work experience that provided the applicant with the knowledges and ability to apply regulations, policies and procedures of a housing assistance program. Knowledge of: principles and practices of interviewing, application screening, and record keeping; community resources related to social service; Business English and mathematics; modern office practices and equipment, including personal computers; basic knowledge of laws, rules, policies and procedures governing the County's housing assistance program. Ability to: learn, interpret and apply provisions of law, rules, policies and procedures governing the County housing assistance program, including procedures governing the application process and other aspects of the assistance program; maintain confidentiality of application records; deal tactfully and courteously with the public; establish and maintain effective working relationships with others; establish and maintain a variety of records, reports and files; communicate effectively, both orally and in writing. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper for performance of the duties.
