COUNTY OF KAUAI
LAND SURVEYOR 1 5.100
SR -22, BU -13
Duties Summary:
Does moderately difficult professional work in field surveying and in office
computations and plotting outfield survey notes and land boundaries; prepares
moderately difficult land title, boundary, subdivision, Land Court Application and related
maps and metes and bounds descriptions and reports; and performs other duties as
required.
Distinguishing Characteristics:
This class differs from classes in the Civil Engineering series in that it is
concerned with specialized land title and boundary survey work and is not normally
concerned with design, construction or inspection of engineering projects and structures.
This class differs from that of Land Surveyor II in that the Land Surveyor I assists
in major land surveys or projects or has independent responsibility for surveys or
projects of relative lesser difficulty and complexity; whereas, the Land Surveyor II does
the most difficult and complex professional field and office work in surveys where the
number of projects are such that the problems of supervision and coordination are
pronounced.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements
does not preclude management from assigning such duties if such duties are a logical
assignment for the position.)
In the field:
• Make moderately difficult title and boundary studies and surveys of publicly -
owned and private lands, including making field classification, detail and contour
locations, and determinations of original corners and boundaries of magnetic
surveys of old Hawaiian grants and Land Commission awards;
• Establishes triangulation net schemes and traverse station points as foundations
for other surveys, involving third and second order triangulation;
• May re- survey and check Land Court Application and File Plan boundary marks to
determine correctness of plans submitted by private surveyors;
• Conducts general topographic surveys, acts as responsible chief of a field survey
party on boundary contour, and subdivision surveys.
Land Surveyor 1 2 5.100
In the office:
• Does moderately difficult office computations including adjusting angles in
triangulation work, calculating net schemes, areas, coordinates, curves,
transposing magnetic surveys to true azimuth surveys, and adjusting survey
closures;
• Plots field survey notes and boundaries and makes land title, boundary and
subdivision maps, prepares metes and bounds descriptions of old and new
surveys including those for subdivision lots, leases, rights of way and easements;
• May check road pipeline, structural and similar plans, profiles, cross sections and
quantities; and
• Studies official land title records for disputed boundaries or encroachment.
Minimum Qualification Requirements for the Class:
Training and Experience: A combination of education and experience
substantially equivalent to graduation from an accredited college or university with a
baccalaureate degree in engineering and two (2) years of professional land surveying
experience.
Knowledge of: survey principles, problems and practices as applied to land title
and boundary surveys, including geodetic triangulation and precise -level surveys;
mathematics through plane trigonometry as applied to surveys including traverse
closures, circular, compound, spiral and parabolic curves, and computations of areas
and coordinates; Land Court regulations and rulings, and land title acts, particularly
those pertaining to subdivision of public lands; the problems, techniques and practices
involved in tracing boundaries and titles of old Hawaiian grants and Land Commission
awards made by magnetic surveys; engineering reference works, sources, and tables
required in higher mathematics; the proper use, limitations, operation and adjustment of
complex survey instruments and equipment; drafting and computing equipment.
Ability to: use, adjust, and maintain surveying instruments and equipment; do
complex drafting and prepare final land title, boundary and subdivision maps; prepare
metes and bounds descriptions, supervise subordinate surveyors and aides.
Health and Physical Condition:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper for performance of the
duties.
