Duties Summary:
Performs moderately difficult professional engineering work in the review and
analysis of electrical designs, plans and specifications for compliance with provisions of
the electrical code and departmental standards; recommends approval or rejection of
designs, plans, specifications, materials or methods prepared or proposed; and performs
other related duties as required.
Distinguishing Characteristics:
This class differs from the Electrical Engineer II in that the Electrical Engineer III
performs moderately difficult professional engineering work in the design, review and /or
analysis of electrical plans and specifications, which may include responsibility for
projects of well defined scope or complexity; whereas, the Electrical Engineer II performs
routine professional engineering work in the design, review and /or analysis of electrical
plans and specifications, which may include limited responsibilities and some degree of
engineering judgment based on experience.
This class differs from the Electrical Engineer IV in that the Electrical Engineer III
performs moderately difficult professional engineering work in the design, review and /or
analysis of electrical plans and specifications and recommends approval of rejection of
designs, plans, specifications, materials or methods prepared or proposed; whereas, the
Electrical Engineer IV performs difficult professional engineering work in reviewing and
approving electrical plans and specifications for compliance with code and departmental
requirements, with responsibility for making decisions and interpretations affecting
design or procedure.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements
does not preclude management from assigning such duties if such duties are a logical
assignment for the position.)
Reviews and assists in the review of a variety of electrical designs, plans and
specifications for adequacy of design and for compliance with code and
departmental requirements;
Recommends approval or rejection of designs, plans, specifications, materials or
methods prepared or proposed;
• Designs and analyzes electrical and electronic systems for power distribution,
street lighting, traffic signal, alarm and communication systems, etc.;

• Analyzes designs of electrical systems for all types of building and structures
including water systems deep -well and booster pumps and other structures
requiring the utilization of electricity;
• Checks and verifies correctness of calculations, determinations and assumptions
made as to requirements, loads and capacities;
• Assist higher level engineers in reviewing plans and specifications for major
buildings and structures invo.lving complex computations and difficult
interpretations of the Electrical Code;
• Meets and confers with architects and engineers on matters concerning the
application and technical interpretation of the Code;
• Recommends approval or rejection of electrical permit application upon review of
designs, plans and specifications;
• Serves as consultant to department personnel engaged in inspecting electrical
construction work;
• Initiates inquiries and analyzes reports on characteristics and uses of new and
alternate materials and devices and determines their acceptability;
• Prepares correspondence and reports on technical engineering matters; and
• May assist with other phases or aspects of electrical engineering as assigned.
Minimum Qualifications Requirements for the Class:
Training and Experience: A combination of education and experience
substantially equivalent graduation from an accredited college or university with a
baccalaureate degree in electrical engineering and two (2) year of professional
engineering experience.
License Requirement: Possession of a valid motor vehicle operator's license
(Hawai`i Type 3 or equivalent).
Knowledge of: the principles and practices of electrical engineering; engineering
mathematics; techniques and methods of designing electrical and electronic systems;
provisions of the National Electrical Code; functions and uses of new materials and
devices; sources of engineering information.
Ability to: prepare and review electrical plans and specifications for a variety of
building and structures; conduct field studies to ascertain adequacy of existing electrical
systems; analyze electrical designs and check engineering computations; conduct
engineering research; interpret technical provisions of the Electrical Code; prepare
engineering reports and correspondence; deal effectively with engineers, architects,

contractors and the public.
Health and Physical Condition:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper for performance of the
duties.

ELECTRICAL ENGINEER III, which was approved on May 18, 1992, and is to be
substituted for that specification.
