HomeMy WebLinkAbout5.140 COUNTY TELECOMMUNICATIONS OFFICER 20090630DEPARTMENT OF PERSONNEL SERVICES COUNTY OF KAUAI COUNTY TELECOMMUNICATIONS OFFICER 5.140 Duties Summary: Under general direction, performs complex technical work in the long -range planning, design, and management of the telecommunications infrastructure utilized for departments /agencies concerned with public safety, homeland security, broadband and media; participates in the development and improvement of the County's integrated telecommunication systems; and performs other related duties as required. Distinguishing Characteristics: The single position in this class is primarily responsible for work on large -scale projects incorporating technological advancements in the communications field. In addition, it assists with coordination and management of the development and improvement of the County's comprehensive integrated telecommunication systems and networks. Assignments ordinarily are in terms of general objectives of major projects, and the position is responsible for methods, procedures, and other assignment of personnel to accomplish the work most effectively. Examples of Duties: Plans and coordinates planning upgrades, system changes, and issues with engineers and manufacturer's representatives for microwave radio communication, security systems, telemetry and supervisory control and data acquisition systems, and other data transmission systems; develops tactical and long - range plans for the County's telecommunications infrastructure; performs routine analysis on the design and efficiency of the infrastructure to ensure currency; participates in the design, development, evaluation, fabrication, installation, maintenance, repair, modification, and testing of all County telecommunications equipment and systems, such as the 800 Mhz and microwave receivers, transmitters, and auxiliary communications equipment, control stations and repeater stations, paging and intercommunication systems, voice and data terminals, signaling, alarms, digital communications equipment, and cable and fiber systems; provides technical assistance to County departments /agencies COUNTY TELECOMMUNICATIONS 2 5.140 OFFICER in the installation and maintenance of voice, data, and radio equipment; participates in the development of the Computer Aided Dispatch (CAD) system, ensuring proper operation of the phone system; participates in the budget process by identifying needs and participating in strategic planning; researches new equipment, systems, technological issues, and writes related proposals; prepares operational reports including project status, equipment, network, inventory, and area activity summaries; accumulates, analyzes, and reports statistical data to determine operational effectiveness; serves on various committees on a county, state, or federal level. Minimum Qualification Requirements for the Class: Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree in electrical or electronic engineering, information and computer science, or a related field, and four years of responsible work experience in telecommunication systems analysis which involved the establishment of design criteria, and preparation of plans and specifications for telecommunication systems, networks, and equipment. License Requirement: Possession of a valid motor vehicle operator's license. Knowledge of: principles and practices of management and public administration; public safety communications principles, practices, methods, and techniques; radio and telecommunication systems, networks, and equipment; operations, characteristics, and capabilities of various types of telecommunications equipment; program planning and budgeting; Federal Communications Commission (FCC) regulations pertaining to public communications. Ability to: understand technological concepts; develop and formulate long -range plans; coordinate the preparation and operation of telecommunication projects; understand the legal and procedural requirements and the functions and organization of County programs involved in projects; analyze data and draw logical conclusions; prepare and justify current and long range budgets; maintain effective working relationships with others.
