HomeMy WebLinkAbout5.220 PLANNING DRAFTING TECHNICIAN II 19751010x DEPARTMENT OF PERSONNEL SERVICES COUNTY OF KAUAI PLANNING DRAFTING TECHNICIAN II 5.220 Duties Summary: Performs skilled drafti g, graphic design, and illustration ,.;ork in connection with County planning programs; participates in research studies and analysis on i.mn--rovemert programs; makes field trips to gather and verify data to ::etermine best development de- signs and pattern; revie:�:s building permits and subdivision plans for conformance to master plans ._nd zoning laws, ordinances and regulations, and approves or Gisapprcves permits; performs other related duties as required. Distinquishino Characteristics: This class differs from classes in the Engineering Drafting Technician series in that the Planning Drafting Technician iI in addition to performing skilled planning drafting, scale delineation, graphic designs, reports, cartographic and illustrating work in the _reparation of County planning projects, reviews building permits and subdivision -.lan.s for conformance to master plans and zoning laws, ordinances and regulations, and approves or disapproves build- ing permits; whereas, classes in the Engineering Drafting Technician series are primarily concerned with performing drafting work in the preparation of scaled drawing of maps, plans, and construction details. Examples of Duties: Supervises and /or independently participates in the preparation cf scaled maps, development plans, general plans, zoning plans, charts, elevations, graphs, diagrams and other drafting, graphic design illustration work including off - street parking, traffic pat- terns, street widening and realignment, urban renewal, area develop- ment, etc.; prepares drawings, sketches and description of land use; collects, compiles and assimilates data from field measurements, surveys, records, and other sources for preparation of zoning maps, plans, and drawings; makes calculations and computations in connection with preparation maps, plans and charts, graphs, diagrams and des- cription; reviews subdivision plans and zoning laws, ordinances and regulations and prepares report to the Director including non- conformance and reasons therefor and recommendations; insrects vio- lations reported by building inspectors or others; verifies and collects data and information on violations by field inspection; stops work and ir_for:ns builders or c.;:ners of the violation and reasons therefor, and reports such violations to the Director for disposition; gathers, compiles, and assimilates readily obtainable data and in- formation on land use, age of buildings and structures, location of improvements, traffic circulation, patterns and density, population 2. i-Lr,NNING DK. -FTING TECHNICI.ii� II density and characteristics from actual field surveys, records, stu- dies, and other private and government sources in accordance with specific instructions and close review of the Director; prepares preliminary cost estimates of planning projects; delineates genera- lized and scaled maps in varied drafting and art media for develop- ment of the County general plans, including land use, physical and statistical data; interprets aerial photographs and corrects existing maps; calculates land boundaries involving azimuths, distances, angles, areas, traverses and metes and bounds fcr legal changes to master plan and zoning maps. prepares special page layouts.; designs covers and various pictorials for publications; letters and prepares posters, signs, and usual aids for project explanation; gives out information to the public on the :Waster plans, zoning and subdivision laws, rules and ordinances, and services and functions of the planning department; cares for drafting instruments and equipment; does ordering of needed supplies; files maps, charts, and other material; may assist in clerical and office work. Minimum Qualification Requirements for the Class: Training and Experience: (1) Graduation from high school with courses in mathematics and mechanical drawing and five years of drafting experience, including or supplemented by two years of plan- ning drafting work; or (2) any equivalent combination of training and experience. Knowledge of: nomenclature, symbols, instruments and methods employed in drafting; mathematics including plane geometry; general sources of public planning data and information. Ability to: do planning, drafting, graphic design and illustra- tion work; prepare neat and accurate maps, plans and other drawings to specified scales; make mathematical computations; understand, interpret and apply laws, ordinances and regulations; collect, com- pile and assimilate data; give and understand oral and written in- structions; keep records and pr--pare re_�crts; direct and check the work of of hers ; deal tactfully an 3 - ff ectively with others.
