HomeMy WebLinkAbout5.256 CODE ENFORCEMENT OFFICER 20131203DEPARTMENT OF PERSONNEL SERVICES COUNTY OF KAUAI CODE ENFORCEMENT OFFICER 5.256 SR -26, BU -13 Duties Summary: Plans, directs and coordinates the activities relating to building plans examining, building permit issuance and building inspection; assumes responsibility for coordinating of building plans examining for compliance with the provisions of the building, electrical, plumbing and other pertinent codes, ordinances and regulations; and performs other related duties as required. Distin uishing Characteristics: This class is responsible for administering the Building Division's Code Enforcement and Inspection section relative to the review and approval of building plans and specification, inspection of new and existing buildings for compliance with the building codes and pertinent ordinances. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position.) • Plans, directs and coordinates the activities of the Building Division relating to the review and approval of building plans and specifications, inspection of new and existing building for compliance with provisions of the building, electrical, plumbing, sign and other pertinent codes and ordinances, and the issuance of building permits; • Provides overall coordination of the review of plans and specifications among concerned sections of the division and department and other responsible County and State agencies; • Supervises the issuance of building permits and certificates of occupancy; • Supervises the inspections of construction of new buildings and structures for compliance with the various building codes and ordinances; • Coordinates plans examining with building inspection to insure proper correlation and consistency in code interpretations; • Confers with architects, engineers, contractors and others on problems concerning code compliance and to resolve differences with subordinate staff members; Code Enforcement Officer 2 5.256 • Assigns work relative to the investigation of complaints of alleged violations of the various codes and related ordinances; • Reviews staff reports and recommendations for submission to the department/division head, continually reviews the Building, Electrical, Plumbing and Sign Codes and recommends revisions as necessary; • Develops and implements operational policies and procedures; • Attends conferences and seminars; develops safety and training programs; • Determines adequacy of manpower and equipment needs and submits budget estimates; and • Prepares correspondence and various technical reports. Minimum Qualification Requirements for the Class: Trainin and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree in architecture, civil engineering, structural engineering or a related field and five (5) years of architectural or engineering work experience including plans checking and code enforcement experience. Knowledge of: principles and practices of architecture or engineering; principles of engineering mathematics, legal requirements of building, plumbing, electrical, fire and health regulations, building and zoning orders and ordinances of the County of Kauai as they pertain to building construction; methods and techniques of construction and construction materials; principles and practice of organization, public administration and public relations. Abili to: plan, organize and direct the work of a section engaged in inspectional and evaluation activities; develop and formulate divisional policies and procedures; interpret and explain provisions of the building, electrical, plumbing, gas, sign, housing and other related codes and ordinances; directs the preparation of various technical reports and budget estimates; deal effectively with employees and the public Health and Physical Condition: Persons seeking appointment to positions in this class must meet the health and safety conditions deemed necessary and proper for performance of the duties. Code Enforcement Officer 3 5.256 This is an amendment to the specification for the class, CODE ENFORCEMENT OFFICER, which was approved on April 24, 1995 and effective on January 31, 1994, and is to be substituted for that specification.
