HomeMy WebLinkAbout5.410 PARK PLANNER 20070509DEPARTMENT OF PERSONNEL SERVICES COUNTY OF KAUAI PARK PLANNER 5.410 Duties Summary: Independently plans and-coordinates the development, design and conduct of park planning projects from planning inception through physical completion; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility to plan and coordinate the County's park planning program involving acquisition, construction and disposition of park lands and property; and serves as a technical resource for County officials, employees and public agencies. Examples of Duties: Participates with public groups and other County departments and public agencies in the preparation of long - range and countywide parks and recreation plans and special studies; conducts public meetings to present public information and elicit response; prepares written, oral and graphic reports, photographic and other media presentations; makes presentations to the County Council and other public bodies; participates in the preparation of the capital improvement program budget and project schedule and the division's operating budget; performs preliminary field investigations of proposed park, recreation or historic sites to assess suitability and potential usage; determines size, configuration, access modes and basic design; prepares preliminary site plans; gathers information and evaluates public demand and environmental assessment reports; makes recommendations and presents alternative proposals; designs parks and park facilities; reviews and interprets aerial photographs and topological maps; participates in or reviews work of consultants engaged in preparation of site and facility development plans, landscape plans, grading plans, detail designs, construction drawings and specifications; prepares cost estimates and documents for public bid or construction; coordinates land acquisition process with land owners, title companies, appraisers and related agencies and PARK PLANNER 2 5.410 departments; provides technical advice during negotiation; prepares and administers grant applications and programs for park acquisition and development; oversees and periodically inspects the construction of park facilities and grounds improvements; reviews and oversees inspection work to ensure conformance with plans, specifications, and departmental and County standards. Minimum Qualification Requirements for the Class: Training and Experience: A combination of education and experience substantially equivalent to graduation from college with a baccalaureate degree with specialization in planning, architecture, landscape architecture, engineering or a related field and three (3) years of experience in park planning, planning, architecture or landscape architecture. Knowledge of: park planning principles, techniques and terminology; recreational planning principles; principles, methods and techniques of land use and environmental and site planning; land acquisition, land transfer and zoning principles; public project funding principles and procedures; construction procedures; park development processes and procedures; practices of contract preparation and administration. Ability to: establish and maintain effective working relationships with other employees, public officials, private consultants, contractors and the public; research, gather, organize and analyze information; write and speak persuasively; translate ideas and recommendations into plans and drawings that are in conformance with laws and regulations, with the park master plan, and with the best social, economic and public interest utilization; effectively present recommendations and alternative proposals; prepare and explain technical reports; prepare computer -aided design (CAD) drawings, graphic presentations and geographic information system (GIS) maps. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper for performance of the duties.
