CZM ENFORCEMENT OFFICER 6.244
Duties Summarv:
Supervises and performs specialized work functions
associated with the enforcement of the County's Special
Management Area (SMA) and Shoreline Setback rules and
regulations, pertinent provisions of Chapter 205A of the Hawaii
Revised Statutes (HRS) and County laws that relate to the issues
under the purview of the Coastal Zone Management (CZM) program.
Distinauishina Characteristics:
This class differs from the Planning Inspector series in
that in addition to supervising, participating in, and being
responsible for the broad spectrum of enforcement duties of the
County CZM program involving investigation, research, and
issuance of SMA minor permits, it provides recommendations on
coastal issues to the planners and assists in the monitoring of
project compliance to conditions imposed on coastal development.
Examples of Duties:
Assigns and instructs subordinates engaged in the
enforcement and monitoring activities of sites, buildings,
structures, land areas, and uses thereof for compliance with the
County's SMA and Shoreline Setback rules, associated State
statutes, zoning, land use, and subdivision ordinances, rules
and codes, and other enforcement policies under the jurisdiction
of the County pertaining to coastal issues including compliance
with conditions of permit approval; assists planners and other
staff in the evaluation of coastal projects and interpretation
and application of CZM program regulations; reviews applications
and may issue SMA minor permits; prepares statistical reports to
monitor activities; interprets, evaluates, and resolves problems
and disputes; assists with development of and trains
subordinates on new work processes and techniques; conducts
field inspections and related investigative work pertaining to
complaints, general monitoring, and permit compliance and
related requests; coordinates departmental coastal enforcement
programs with State and local agencies; serves as lead inspector
and performs, coordinates, and reviews inspections; issues
citations for non - compliance to codes; reviews plans and
specifications to ascertain whether violations exist; meets with

violators to explain remedial action required, possible
penalties under the law, appeal rights, and policies and
procedures relative to land use; assists with and coordinates
civil and /or criminal action with the offices of the County
Attorney, Prosecuting Attorney, and other governmental agencies
by providing pertinent information concerning cases; attends
Planning Commission and County Council meetings, and
civil /criminal proceedings to answer questions as needed;
prepares correspondence pertaining to enforcement and code
compliance related activities; addresses the status of
applications and other inquiries from the public; keeps abreast
of land use and coastal related enforcement laws and issues, and
recommends actions to improve the County's enforcement program;
assists planners and drafting technicians in the preparation of
field findings and drawings; performs other duties as required.
Minimum Qualification Requirements for the Class:
Training and Experience: A combination of education and
experience substantially equivalent to graduation from high
school and five years of inspectional or investigative work
experience, three of which shall have been in housing, building,
zoning, or related code enforcement inspectional work.
License Requirement: Possession of a valid motor vehicle
operator's license as applicable to the position.
Knowledge of: housing and zoning codes and ordinances
applicable to Kauai County accepted health and safety standards;
inspectional practices and techniques; legal procedures involved
in enforcing housing and zoning codes and ordinances; report
writing; principles and practices of supervision.
Ability to: plan, assign, supervise, and review the work
of subordinates; inspect buildings and structures used for
housing and render decisions in conformity with the housing and
zoning codes and ordinances; recognize hazardous situations and
suggest means of correction; read, interpret, and apply the
housing and zoning codes and ordinances; prepare clear and
concise reports; deal tactfully with property owners and
tenants; give oral and written instructions.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must
meet the health and physical condition standards deemed
necessary and proper for performance of the duties.
